KOHIMA, June 7 (MExN): The Nagaland State Social Audit Agency (NSSAA) today convened the 1st Phase District Level Public Hearing for Kohima district at the DPDB Hall, reviewing the implementation of the Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGS) for FY 2023–24 and the Pradhan Mantri Awaas Yojana – Gramin (PMAY-G) for FYs 2020–21, 2021–22, and 2023–24.
Altogether, 30 villages under Kohima and Tseminyu districts were audited for MGNREGS, while 27 villages were covered for PMAY-G involving 595 beneficiaries. The hearing focused on performance reviews, fund recovery, accountability mechanisms, and corrective measures for both schemes.
The meeting was chaired by Kevilhoubei-u, Project Director cum DPC (MGNREGA), DRDA Kohima, with introductory remarks delivered by Imlirenla Sanglir, Assistant Director of NSSAA. Present as observers were Mathung Ngullie, EAC Tseminyu HQ; T. Arun Singh, AAO; and L. Ashwani Kumar from the Office of the Accountant General.
District Resource Persons Kelanu Thapo and Loluvole Thakro presented the findings of the social audit. Issues such as discrepancies in household-job card entries, lack of transparency boards, missing job cards, and irregularities in the Permanent Wait List (PWL) were discussed.
A key outcome of the hearing was the recovery of Rs 83,552, equivalent to 373 man-days under MGNREGS, from categories including deceased beneficiaries, persons who did not work, and migrants. The amount was handed over to the Project Director, DRDA for deposit into the State NEFMS account as per Ministry of Rural Development guidelines.
The meeting also adopted resolutions to strengthen capacity-building for Village Development Boards (VDBs), ensure transparency in project implementation, and issue verified job cards to eligible households in villages such as Chedema Model, Peducha, Menguzouma, Mezoma, and others.
For PMAY-G, resolutions included mandatory display of beneficiary ID and scheme logos at homes, transparent selection of beneficiaries through Gram Sabhas, prioritization of vulnerable groups, and corrective funding disbursement timelines. Implementing agencies were directed to submit Action Taken Reports (ATRs) by August 30, 2025.
The hearing saw participation from BDOs and staff of Kohima, Sechu Zubza, and Tseminyu RD Blocks, officials from the DRDA, village council leaders, beneficiaries, media, and civil society representatives.
