
Dimapur, October 10 (MExN): Concerned citizens have raised doubts on the roster system of the Personnel & Administrative Reforms department and the Nagaland Public Service Commission (NPSC) in that a candidate of another tribe “can enjoy the same benefit for 2 consecutive years” while another person from another tribe “got none even when we are entitled to equal share under the said reservation policy.”
Two concerned citizens wrote a letter to the Media today expressing deep concern and seeking clarifications from the state two government entities over the roster system. The letter by Chasie Pochury and N Pitu of PWD Colony in Kohima referred to the NCS/NPS and Allied Services Examination 2010, the result of which was declared on October 5. The letter referred to the reservation of seats for “Backward Tribes” for the same exam was accordingly with the P&AR department’s notification dated 23.07.2008:
“….25% of all categories of both Gazetted and Non-Gazetted posts under the state government shall be reserved for the persons belonging to the 6 (six) tribes of four districts of Mon, Tuensang, Kiphire and Longleng, i.e., Chang, Khiamniungan, Konyak, Phom, Sangtam and Yimchunger.”
Further, the letter said, the “balance” 8% of all categories both gazetted and non-gazetted posts out of 33% reservation for the 9 backward tribes will be reserved for the tribes of Chakhesang, Pochury and Zeliang.
The roster was applied for the first time in the NCS/NPS and Allied Services Examination 2009, i.e. for the 26 seats of Class-I gazetted posts (EAC and DSP taken together), and as a result of which the Chakhesang were allotted one DSP under BT quota as already earmarked at Position No. 15, the letter said.
“The number of gazetted posts in the 2010 exam was 22 (EAC + DSP), which means the roster system for the 2010 exam should resume at Sl. No. 27 and terminate at Sl. No 48. And as can be seen in the roster table, Sl. No 30 and Sl. No 45 have been earmarked as reserved under BT quota for Zeliang and Pochury, respectively. This would mean that Zeliang should have got EAC and Pochury, DSP under the Roster system.”
However, the letter said, the result that was declared on October 5, 2011 for the NCS/NPS & Allied Services, 2010 exam “benefited Chakhesang (EAC) yet again and Zeliang (DSP) bypassing Pochury for unexplained reason.”
The letter sought clarifications from the departments “how Chakhesang can enjoy the same benefit for 2 consecutive years while Pochury got none even when we are entitled to equal share under the said reservation policy?”
Moreover, the letter queried “how is it that the 200-roster point system has been by-passed to deprive us of the reserved seat?”
Such a “biased decision” has cast suspicions about the government functionaries “which we otherwise had held them in high esteem for years,” the letter said.
