Dimapur, October 17 (MExN): The Director ATI & Electoral Roll Observer from the Election Commission of India, V. Shashank Shekhar, IAS, reached Longleng on October 16, 2011 and assessed the preparations and progress of the on-going Special Summary Revision being conducted under Longleng district. The Observer also held a series of separate meetings on October 17 with the administrative officers, political party leaders, and NGOs and general publics of the district.
A press note issued by K. Libanthung Lotha, Deputy Commissioner & DEO, stated that during the meetings held separately, the Electoral Roll Observer explained the various processes that are involved in the revision of Electoral Rolls including the role of each and every individual voter. The meetings were also attended by administrative officers –DC Longleng, SDO (C) Longleng, SDO (C) Tamlu, P.A. to DC Longleng and Head DB Longleng. In the meetings, leaders from the various parties and NGOs and also the general public expressed their surprise over the huge decline in the population figure, particularly under Longleng district, during the Census operations 2011. It was also discussed and impressed upon all the members that the Electoral Roll should be in consistant with the population figure of Census 2011, on an average, the total Electoral Roll should be about 61% of the Census figure. However it was observed that in the case of Longleng District, the percentage is 144.2 % of the Census figure which is quite abnormal.
The note also mentioned that several points were discussed and unanimously resolved. Firstly all the members resolved to uphold the resolutions of the meeting held on October 7, 2001 wherein, it was resolved to address the issue of abnormal difference of percentage in the figures of Electoral Roll and population census in a genuinely and factually. It was also expressed by leaders from various quarters that the electoral Roll, over the years, has developed many errors in the voter’s details such as name, age, sex, etc. And in the scenario, it is desirable to have an intensive revision of the Electoral Rolls. In this regard, all the political party leaders, NGOs and general public present decided to have a separate meeting and if need be, to recommend for an intensive revision of E/Rolls to rectify all the anomalies. All the members also expressed their desire that the exercise of Biometrics be started in the district at the earliest.
Also the Electoral Roll observer visited Mon and held a public meeting with the political parties, NGOs, and GBs, of the district regarding summary revision of Electoral Roll 2011 at DC Conference Hall Mon on October 15.
According to him, the purpose of his visit is to redress the grievances, claims and objection of the electors for further submission to the election commission and urged upon the gathering to raise their doubts and queries for clarification. Briefing on the summary revision of Electoral roll, he said ‘election is a serious matter which concerns everybody and electoral roll is the foundation of election. He also informed that all claims and objection should be completed within October 30, 2011 and any claims after the expiry date would be rejected.
AEO Mon, Joybell explained that the claims and objections and summary revision are done annually and all information is entrusted to the respective BLO, appointed at each polling station. As for the students studying outside their respective district, should submit their ID proof/certificate and photo through their BLOs’ and any left out voters or household can also be included during the summary revision provided proof of certificate are submitted. While seeking co-operation and support of the NGOs’ and political parties, he said when E/roll is clean the system of conducting election would be smooth and peaceful.
Deputy Commissioner Mon Angau I. Thou, lamented that telecommunication in Mon was totally cut off for the past few weeks, due to which, she received the information late and subsequently could not disbursed the same on time. Speaking on the Election, she said that election is a joint venture and any problem arising in this regard should be resolved with consensus of the people. Informing that justice will be given to the genuine voters whose names are missing in the E/roll, she said genuine voters with justification; facts and figures would be accepted. She also informed the house that all genuine voters should be included while all bogus voters should be excluded/deleted from E/Roll. Basing on her suggestion, the house agreed to delete all bogus voters and include only genuine voters. In this regard, she appealed to all the political parties and NGOs’ of the district to extend their co-operation and support. She also requested the NGOs’ to give awareness in this matter.
