Environmental Impact Assessment (Affective Tool For Mega-Project)

Under the Environmental (Protection) Act, 1986 and Environmental Impact Assessment Notification of 1994, the state Govt’s project authorities are required to submit Environmental Assessment Statements (EAS) and Environmental Management Plans (EMP) in the context of getting Environmental clearance to the projects. Certain Environmental safeguards are stipulated wherever necessary and this have to be implemented by the project authorities along with the construction activities of the project. The Environmental Impact needs to be assessed periodically i.e. every 5 years ,during the implementation of the project and the project implementation is required to submit half yearly report to the impact assessment Agency about Status of implementation of the above measure.
The purpose of Environmental Impact Assessment (EIA) is to be identified and evaluate the potential impact of development projects on the environment system. It is a useful aid for decision making based on understanding of the Environment implications including Social, Cultural and Aesthetic concerns which could be integrated with the analysis of the project cost and benefits. This exercise should be undertaken early enough in the planning stage of projects for selection of environmentally compatible site, process technology and such other environmental safeguards. While industrial project may have some Environmental impact, all of them may not be significant enough to warrant elaborate assessment procedure. The project which need detailed Environmental Impact Assessment includes the following:-
1. Those which can significantly alter the landscape, land use pattern and to lead concentration of working and service population.
2. Those which need upstream development activity like assured  mineral and forest products supply or downstream industrial process development.
3. Those involving manufacturing handling and use of hazardous materials.
4. Those which are situated near ecologically sensitive area, urban centered, hill resorts, place of scientific and religious importance.
5. Industrial estates with constituent units of various types which could cumulatively cause significant environmental damage.

The EIA should be prepared on the basis of the existing background pollution levels vis-à-vis contribution of pollutants from the proposed plant. The EIA should address some of the basic factors listed below.
a) Metrology and air quality (Ambient level of pollutants such as SO2, Oxides of Nitrogen, Carbon Dioxide and suspended particulate matters).
b) Hydrology and water quality.
c) Site and its surroundings.
d) Details of the treatments and disposal of effluents and the method of alternative uses.
e) Transportation of raw materials and details of materials  handling.
f) Impact on sensitive target.
g) Control equipment and measures proposed to be adopted.

Preparation of environmental management plans for formulation; implementation and monitoring of Environmental protection, measure during and after commissioning of project, cost of measure for environmental safeguards should be threaded as an integral component of the project lost and environmental aspects should be taken into account at various stages of the project.
a)  Conceptualization : Preliminary environmental assessment.
b)  Planning : Detailed studies of the environmental impacts and  design of safeguards.
c)  Execution: Implementation of environmental safety measures.
d) Operation : Monitoring of effectiveness of built in safeguards.
The management plans should be necessarily based on  consideration of resource Conservation and pollution abatement.

In the light of the above details ,not undermining the rights of the Nagas enshrined in Article 371 (A) of Indian Constitution, The Green-Successions of Nagaland State (Green-SONS) reaffirming to its objectives states that for any construction and development of Mega project in the state request to the Government to expedite the importance of the environment without considering only on the dire need of revenue to boost up economic development and urge the people of the state to make a sustainable move by taking Environmental measures into outmost consideration to avoid impending Environment and Ecology risks for a better livelihood.
