The Fate of the 3023 Genuine Teachers

As per the final report of the SIT (Vigilance Commission) which was published in the local dailies on 28th July, 3023 ad-hoc teachers appointed after 2002 have been declared as genuine teachers, i.e., appointed against sanctioned posts by the competent authority with the approval of the government and without the involvement of any unfair means. Now, in the light of this final report of the SIT and the recent reappointment and service regularization of the bogus teachers, what should be the fate of these genuine teachers?
For me, I feel that the services of these 3023 genuine teachers deserved to be immediately regularized by the government with effect from their date of appointment. I say this because of the following reasons:
1)    Firstly, these teachers have been declared as genuine by the SIT after all their relevant documents like appointment order, government approval order, educational documents etc were found to be genuine. Here it may be mentioned that the SIT took about a year to examine, scrutinize and verify the documents of all ad-hoc teachers appointed after 2002. Therefore the question of things being done in haste, in hurry or without sincerity or commitment does not arise here.
2)    Secondly, it was none other than the Nagaland state government which initiated and entrusted the Special Investigation Team (SIT) to undertake this investigation into the bogus teachers scam. Therefore the Nagaland government should be the first to respect and honor the findings of this investigation team. And what better way to do this than by regularizing the services of the ad-hoc teachers found to be genuine.
3)    Thirdly, as per the government orders published in the local dailies on 19th and 20th July, the Nagaland government has reappointed and regularized the services of over 1500 bogus teachers who had been under suspension for over a year due to the illegal nature of their appointments. Therefore if the Nagaland government is bold and daring enough to reappoint and regularize the services of even those who had cheated with the government, I believe that the government should not delay any further the service regularization of the genuine ad-hoc teachers who have been tirelessly serving the government for years.
4)    Fourthly, the names of all the genuine ad-hoc teachers had already been published in all the main local dailies in the summer of 2010. These lists of the genuine teachers published last year should be still with many people especially the genuine teachers. Therefore the question as to who are these genuine teachers also certainly does not arise.   
5)    Fifthly, it may be recalled that in the summer of 2009 all the ad-hoc teachers appointed in and after 2002 were asked to go personally to the Vigilance Commission office for personal verification along with their relevant documents and educational certificates. After the personal verification was done, all our relevant documents and educational certificates were confiscated by the Vigilance Commission for scrutiny and cross-examination by the Vigilance officers. The SIT took over a year in scrutinizing and examining these documents. And in the summer of 2010, the Vigilance Commission declared 3023 ad-hoc teachers as genuine based on its findings. And therefore, for these 3023 genuine teachers, this is nothing short of coming out successful after undergoing an examination process spanning a year.

Here, I would like to mention that a suitability test was conducted last year at the school education directorate office in the month of September. The result of this suitability test has finally come out after much delay. This suitability test was for the service regularization of those ad-hoc teachers who had completed 3 years of continuous service as on 14th May 2007. A good number of the 3023 ad-hoc teachers declared genuine by the SIT also appeared in this suitability test conducted last year in September as they fulfilled the criteria of having served for more than 3 years as on 14th May 2007.
However, majority of the 3023 genuine ad-hoc teachers could not appear in this last year’s suitability test as they had not completed 3 years of continuous service on 14th May 2007.
Consequently, in the month of January 2011, all ad-hoc teachers who had completed three years of continuous service as on 30th November 2010 were also asked to submit their relevant documents and original educational certificates at the directorate office for verification. Here, I would like to mention that majority of the genuine 3023 ad-hoc teachers are in this group who submitted their documents in January this year. And it seems the department is planning to hold a suitability test for this batch of ad-hoc teachers as well.  
But as mentioned above, these ad-hoc teachers have already been certified as genuine by the Vigilance Commission after thorough probe and investigation. Therefore, the conduct of suitability test for these ad-hoc teachers already certified as genuine is not at all necessary. In fact it would be a total waste of time and energy. Therefore the government should relieve and unburden everyone in the department by straightaway regularizing the services of all the ad-hoc teachers already declared genuine by the SIT without conducting this routine suitability test.  
The All Nagaland Ad-hoc Teachers Union (ANATU) has been doing some desirable work in apprising the government about the urgent need to regularize the services of the genuine ad-hoc teachers. But let me mention here that many of the genuine teachers are disappointed with the ANATU because, as of now, the ANATU seems to be fighting only for those ad-hoc teachers who appeared the suitability test last year. Rather the ANATU should be fighting for the service regularization of all the ad-hoc teachers who have been declared genuine by the SIT irrespective of whether they faced the suitability test conducted last year. This is so because, in the backdrop of the recent reappointment and service regularization of the bogus teachers, this suitability test has totally lost its relevance and meaning.        
Having said these things about the suitability test, I want to mention that I am not against the conduct of this test. If the government feels that the test is necessary and indispensable, then it should certainly go ahead with it. The only thing is that it should be conducted at the earliest possible date (for those who submitted their documents in January this year) and the results should be declared without any delay so that these genuine teachers are not again made to undergo any further humiliation and discrimination at the hands of their own government.
Let me conclude by saying that in the backdrop of the recent reappointment and service regularization of the bogus teachers, the service regularization case of all the ad-hoc teachers declared genuine by the SIT has become much more urgent, stronger and legitimate than it was before……
