
I acknowledge the serious effort of our Government to bring transparency in the recruitment for different post in various departments and also offering opportunities to young unemployed Nagas to fill the various vacancies through competitive examination. In the meantime, unlike in other states in India, Civil Services examination in our state is conducted every year for the welfare of all the Nagas. Besides, our Govt. effort to bring egalitarian society through job reservation policy to uplift the lower section in our society is highly appreciated by everyone.
However, there are many disparities in the present reservation policies which need thorough review, which has been already suggested earlier by many intellectuals and also by our apex student body- the NSF. The Govt. announcement of special recruitment for the post of Extra Assistant Commissioner (EAC) especially for the ten backward tribes which include one general tribe and the withdrawal of 12 EAC’s post already requisitioned to NPSC is not a fair treatment for all the deserving candidates. We all know that recently the reservation quota for the so called backward tribe (BT) has been enhanced from 33% to 37%. In the meantime, apart from reservation quota, they also avail the general quota if they come in the merit. Again, there will be special recruitment for them to fill the vacancies for the most prestigious post in our state. I am not against reservation. Reservation should be there, to uplift the lower section and to bring them at par with everyone. However, there should be “equality of opportunity” for every Naga without any discrimination.
When we look into the ground realities especially in the rural and geographical isolated areas among the so called forward tribe, there are many section within the so called forward tribe who are educationally, economically, socially and geographically worse off than the so called backward tribe. Let me mention a very simple logical example. It is generally assumed by the Nagas that the Ao’s among the Naga tribe in Nagaland is one of the most advanced tribe among the Nagas. But when we look deeply into the ground realities, there are many villages in Ao areas that are educationally, economically and geographically backward. It is very unfortunate to say that till now, in some villages, there are not even single NCS or NPS officers. Besides when we look deeply into the social and economic infrastructure of those villages, it is still underdeveloped. The same logical example is true for the so called other advanced tribe of Nagaland.
So, my genuine question is - Are we don’t deserve to get a decent job through our zeal and qualification, just because some section of our community are educationally and economically well off ?? The benefit or privilege which one enjoys should not be at the cost of the others.
We are also compromising with the qualities while choosing the right, qualified, talented, proactive and genuine Civil servant.
I’m afraid, very soon a time may come when most of the aspiring candidates from the so called forward tribes might become a terrorist or criminals because of frustration, depression and searching for survival, if we continue to follow this discriminatory policy among the Nagas. This will further intensify the existing socio-economic and political problem in our state and the vicious cycle will continue.
It’s been long time, we the Nagas are striving very hard for unity, peace and reconciliation which is the dream of every Naga. At this juncture, if we pursue the policy of special recruitment or reservation on the tribal line, it further divides among us and fosters’ tribalism and parochial outlook in our society. If we are really committed to wipe out the menace of tribalism, every individual must think and act that “I am a Naga first” after that I am a Sema or a Konyak or a Chakesang or an Ao etc.
We should not confuse between the reservation that the schedule tribe (ST) and schedule caste (SC) get in the central services and the present reservation policy in Nagaland. The reservations for the ST’s were given because the tribal are economically, socially and educationally backward and they live in geographically isolated area. The reservation for the SC’s was given because since time immemorial, the SC’s were oppressed, neglected and discriminated. Therefore, the SC’s and ST’s have little chance to compete in the mainstream with the masses. Till today they are still less represented everywhere. On the other hand the reservation policy in Nagaland is based on tribal criteria. It is neither based on economic, educational and geographical parameters nor on caste system. We don’t have caste system in Naga society. Nagas are equal in every walk of life and that is the strength of our culture. We divide among ourselves on the tribal line because of our narrow mindedness.
However, I empathize and truly understand the economic, educational and geographical backwardness of some district in Nagaland and their genuine grievances which need to address positively without any discrimination of that particular area using even the means of reservation for them. It is an obligation of every Naga to work sincerely for their socio-economic progress.
The current reservation policy does not fulfil the real meaning of reservation, because all the opportunities of reservation are taken by the creamy layer among the backward tribes. Those who are poor and cannot afford to study outside Nagaland and those who are staying in the remote areas and districts such as Mon, Tuensang, Longleng, Kiphrie and Phek are not getting much benefit from this reservations quota. I would like to suggest that, it would be in the interest of the targeted group to introduce the system of creamy layer within the reservation e.g. those aspiring candidates whose parents are from high income group such as, gazetted officer, ministers, MLAs, first class contractors etc. should be included under the creamy layer.
Therefore my humble appeal to the Govt. of Nagaland is, for the inclusive development and growth of all the section of the society, there should be thorough review of this reservation policy and the reservation should not be base on tribal line but on the economic, educational and geographical parameters. Besides, it would be highly beneficial for all the Nagas if you kindly quash the special recruitment drive for ten tribes and then club it along with the current NCS, NPS, and allied services exam 2011, so that it would be fair for all the entire aspiring candidates.
In this regard I would also like to appeal to the Naga Student’s apex body i.e. NSF, to kindly look into the matter as it would be in the interest of thousands of UNEMPLOYED Naga youth.
