Monitoring and evaluation (M&E) are critical activities to ensure good governance. They are necessary for the achievement of evidence-based policymaking, budget decisions, management and accountability. For successful implementation of any developmental programmes or projects, proper planning and monitoring of funds utilisation, quality assurance and timely execution of project are essential components. The need to undertake such monitoring activity was strongly felt by the State Government and accordingly, the Monitoring Cell was created vide Government Notification No. PLN/M-345/08 dated 13th August 2008 and started on 5th March 2009..
The purpose of monitoring cell is to cheek and enable for successful implementation of programmes by providing feedbacks to project management at all levels and also to facilitate review of completed and ongoing schemes. Besides, it also pinpoints all the shortcomings, if any, for midcourse corrections and undertakes assessment of progress made in the execution of projects.
Keeping in mind the importance of the role of the Monitoring Cell in assisting to usher development in the State, Monitoring and evaluation cell urge all departments to continue to co-operate with the Cell and help it carry out its responsibilities effectively. Though still in its nascent stage, the main goal is to see that Monitoring Cell fulfils its prime objective to guide the implementing authorities to successfully execute the programmes and also become a vital part of the State machinery for good governance.
Since its inception on 5th March 2009, the Monitoring Cell has made steady progress in fulfilling its objective to guide the implementing authorities in their execution of the various direct funded programmes. With a handful of officers and staff, the Cell started to collect information of Centrally Sponsored Schemes (CSS) and other flagship programmes from the concerned Government Departments, vide Notification No. PLN/M-345/08 dated 13th August 2008.
In order to ensure reliable and comprehensive capture of information, the Cell designed and circulated to all departments/implementing agencies, 3 (three) formats in which basic information pertaining to the financial and physical progress of the fund releases and the locations/beneficiaries of each scheme. Based on information received from the departments, the Cell undertook the task to monitor some select projects and inspected some select sites. 2 (two) Consultants have also been appointed to assist the Cell. As a result of arduous efforts of the officers and staff of the Cell and the Consultants, the Cell in its first year itself, could bring out a report on Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGS), covering all the 11 districts. Besides, report on Sarva Shiksha Abhiyan (SSA), Jawaharlal Nehru National Urban Renewable Mission (JNNURM) and 10% Lumpsum for the Development of Northeast including Sikkim, National Highways in Nagaland, Externally Aided Project (EAP) and Foreign Direct Investment (FDI) is also complete.
The report is herein is a compilation received from various departments of the State and Ministries and also the reports on findings of the Monitoring Cell and the consultants. Efforts are on to reconcile the figures provided by the departments of the State and the figures obtained from the Ministries. Success stories have been enumerated and so as the shortcomings noticed in the implementation of the programmes, if any. The department urged all the departments to take cognisance of the findings, which could assist in their effort for effective implementation of the Centrally Sponsored Schemes and the flagship programmes.
It may be mentioned that the Monitoring Cell, with support and cooperation of the CSS and flagship programme(s) implementing agencies/departments, has the mandate to guide the various authorities implementing the schemes/programmes. The monitoring of the schemes/programmes could facilitate judicious utilisation of the financial assistances received by the State and help the people of the State to maximise benefits from the Centrally Sponsored Schemes and the flagship programmes.
