Nagaland Right to Public Services Bill 2026 passed in NLA session

A government bill on Nagaland Right to Public Services Bill 2026 was passed today at the 9th session of the 14th Nagaland Legislative Assembly (NLA) in Kohima.

The Bill, introduced on the floor of the House by Chief Minister Dr. Neiphiu Rio on September 1 last, was passed today.

This bill aim to provide for the delivery of notified public services to the people of the State of Nagaland within the stipulated time limit and for matters connected therewith and incidental thereto.

The Bill incorporates adequate safeguards to ensure fairness, including reasonable opportunity of hearing before imposition of penalty, and the rules made under the Act are subject to mandatory laying before the NLA.

The Bill seeks to establish a citizen-centric, transparent, and accountable system for public service delivery in the State of Nagaland.

Nagaland Town & Country Planning (Sixth Amendment) Bill, 2026
Another government bill on “The Nagaland Town & Country Planning (Sixth Amendment) Bill, 2026, was also passed today, which was introduced on September 1.

The Nagaland Town & Country Planning (Sixth Amendment) Bill 2026 delegated the Power to the State Government to make Rules.

The bill intended to ensure the existing Master Plan, zoning regulations and development control provisions applicable to such areas shall continue to remain until the New Master Plan comes into Operation, mandates to grant permissions for development, redevelopment, construction or change of land use with the provision of the existing Master Plan as may be notified by the State Government, to prescribe the manner, conditions and time limits for processing and permissions during the preparation or revision of a Master Plan and to impose clear description of the boundaries of the areas to which the restriction applies.

Nagaland Paramedical Council (Repeal) Bill, 2026
“The Nagaland Paramedical Council (Repeal) Bill, 2026,” introduced on September 1 by Nagaland’s health & family welfare minister P. Paiwang Konyak, also passed today by the House.

The Nagaland Paramedical Council Act 2014 was enacted to provide for the constitution of a Paramedical Council for registration of Paramedical Technicians and for registration of Institutions imparting training to such Technicians in the State and for regulating their qualification and for matters connected therewith or incidental thereto.

The Government of India has enacted National Commission for Allied and Healthcare Professions Act, 2021 with the aim for a comprehensive national regulatory mechanism for the registration, education, and professional standards of allied and healthcare professionals across the country.

“Whereas, to ensure uniformity in professional standards, avoid dual regulatory functions and integrate the allied and healthcare workforce of Nagaland under a national framework which will enable recognition of the courses offered by the State institutions at national level and thereby access to employment across the country, it has become necessary to repeal the Nagaland Paramedical Council Act, 2014 and to adopt the National Commission for Allied and Healthcare Professions Act 2021, stated Paiwang in statement of objects and reasons.

Earlier, the NLA also passed Nagaland Goods and Services Tax (Eleventh Amendment) Bill, 2026 and “The Nagaland Goods and Services Tax (Twelfth Amendment) Bill, 2026,” both moved by Chief Minister on September 1.
