NSF warns government on backdoor appointments; protest to continue

Kohima | July 23 : Naga Students’ Federation (NSF) while affirming its stand against cancellation of backdoor appointments in the Power department, it has warned all the concerned government departments that it will not remain silent on backdoor appointments and other anomalies. The NSF had its emergency presidential council meeting this evening and later held a press conference at its office conference hall.
President NSF Kelhouneizo Yhome said the meeting decided to continue with the agitation against Power Department. Though the department has issued a press notice accepting its demand yet the federation was yet to be intimated officially. He added the department has extended invitation for a meeting on Monday July 25 at CMO’s office. Hoping for positive response, the NSF said continuation of the agitation will depend on the outcome of the meeting. It was disclosed that the CEs office was still kept locked and remain so till the meeting was over. The concerned Power Minister Doshehe reportedly reached Kohima on Friday. He was supposed to reach Kohima Thursday but his flight had been cancelled.
On Indian Institute of Para Medical Technology (IIPMT) issue, where the institution has been shut down already, NSF questioned the local authority for their failure to summon Managing Director STSFMR Ranjit Baraua with valid documents of the institution and said the local authority will be solely responsible for the matter. NSF said it would initiate to take the matter to the highest authority to discuss whether the government was in position to safeguard and protect the career of the students.
They maintained that the Federation has served a notice to summon the MD by July 23, which the local authority has failed miserably. Meanwhile, they also added that the chief secretary has convened a meeting on Monday, July 24 with the management of IIPMT and IMMRHSN Dimapur. Furthermore they questioned both the government and private medical institutions as to why they have rejected the applications of the 3rd batch candidates while applying to fill up the vacant post as advertised with a reason that IIPMT is not a recognized institution, whereas some of the students of first and second batch are already in government and private medical institutions.
The Federation is also furious, questioning the home department as to why the department has passed society recognition without proper authentication and ruled out that NSF will not allow any institutions or private agencies to establish in Nagaland without prior permission from the Federation.
Stating that it was serious in rooting out anomalies in certain government offices, NSF described the retention and regularization of ‘bogus’ and ‘doubtful’ teachers as “inhuman act” and against the norms. It demanded termination of all the ‘bogus’ teachers.
Asserting that the recent result declaration was not a post creation of 30 years back as stated but purely under SSA and Education department, the president said NSF has resolved to take the matter. Interestingly, it is also reported that appointments were done in the non-existing villages creating village of their own, where in this regard the federation has asked all the tribal units to submit the list by July 26 to take the issue ahead.
They said SIT investigation has found 251 teachers with fake certificates where only 84 teachers were terminated and questioned as to what about the rest, also the 570 teachers who were found with forged signatures and fake appointment orders stating that action against the erring teachers. The federation also pointed out that the SIT report found 514 adhoc teachers where the SIT has referred back to School education for re-investigation. Even then there has not been any concrete solution till date and teachers who underwent suitability test, result have not been declared, it added.
'The Operation Black Board’, which is a special package for Eastern brothers, is also reported that people from other tribes are appointed and questioned for their sincerity and integrity of the government. The Federation is also against the policy of 100% Point replacement where the candidates from backward tribes supersedes the students in merit list and said they are totally against the policy.
They added that the department has written to the government and response waited. Furthermore, while demanding for cancellation of backdoor appointments and sent requisition to NPSC for fair conduct of exams, the federation also demanded the Commission’s sincerity to conduct the exams as per the norms without delay.
 
Now field workers want quota in Power Department
 
Kohima, July 23 (MExN): Field workers of the Power department are now pressing the authorities for what they called “10% reservation” for “diploma holders” of the association, whose promotion would be affected if junior engineers, about 14 of them, “requisition to the commission.” In a representation addressed to the Minister of Power, the All Nagaland Electricity Field Workers Association (ANEFWA) today sought “10% reservation of JE (E) under power department as per Nagaland Engineering Services Rule, 2006.”
“In view of the non consideration of their case for promotion as per the laid down quota under the provision of the said Rule, the promotion of non-certificate employees and Industrial Training Institute holders serving below the ranks of JE (E), who are bonafide members of the association are stagnated to be promoted to supervisor, meter inspector, foreman and shift engineer,” the ANEFWA explained.
“If at all the 14 posts of JE (E) are requisitioned to the commission, the promotion of the members of the association who are diploma holders i.e., (petitioners in WP ( C ) No 10% 152 of 2011) as well as promotion for non-certificate employees and Industrial Training Institute holders service below the ranks of J.E.(E) , will be affected and the same shall be against norms set by the said service rule,” the association said. The organization’s president Panger Pongen and assistant general secretary N. Lotha appended the representation.
Considering the circumstances, the ANEFWA stated, the 14 posts of junior engineers ‘should not be requisitioned’ to the commission to open promotion opportunities for the ‘petitioners.’ The association wants the authorities in concern to act ‘strictly in accordance with the rule.’ “In failure to do so, we will fight for our rights till the end, against any contingency of requisitioned of the referred 14 post of JE (E),” the association added.
