Sir,
Many developmental activities have been initiated for the welfare of the people in general .To cite some of the major achievements were the creation of:-
(1). Three new Districts namely Peren, Kiphire And Longleng.
(2). Creation of Departments of under Developed Areas, for the backward areas.
(3). Creation of Women Development Dept for the upliftment of Women Welfare in the State.
(4). Creation of New & Renewable Energy Department greatly help in maintaining ecological balances.
(5). Constitution of State Information Commission has enhanced the transparency in matters of governance.
(6). Constitution of State Women Commission resulted in taking up the matters concerning Women issues.
(7). Constitution of State Electricity Regulatory Commission for regulation proper tariffs.
Necessity issues in the state which are yet to be taken-up. Therefore, during the remaining period of DAN govt. the under mention issues may kindly consider for implementation for the benefit of the people and for achieving good governance.
(1).Constitution of Lokayukta will be one of the major step to fight corruption as we all know that corruption has become a chronic problem in our society.
(2).Constitution of State Human Right Commission– To protect and uphold the rule of Law against any undesirable action from any quarter .It is also to be mentioned that many states (Younger that Nagaland) has already constituted SHRC.
(3).Constitution of Child Welfare Commission– Many incidents has been occurred during the last few years where children are met to suffer such as child trafficking, child abuse, child labour etc. So as to protect from such undesirable actions, Child Welfare Commission is the need of the hour.
(4).Constitution of State Administrative Tribunal– During the last few years many State Govt. Employees are suffering from manipulation in service matter directly or indirectly and many employees are knocking at the door of the Court of Law, while many employees who could not effort to go to court due to Financial problem are silently suffering and as a result the working system in many Departments are not satisfactory, due to discontentment among the employees, at such a critical juncture State Administration Tribunal will bring the desired remedy for the State Govt.Empolyees.
(5).Constitution of Consumer Rights Commission is also one of the major burning issue since the entire society is effected directly or indirectly as a consumer in our present cosmopolitan market.
(6).State Vigilance Commission– The Commission was started way back in the year 1975 through a Cabinet Resolution and till date no Govt. has initiate to introduce a bill in the State Legislative Assembly, as a result the State Vigilance Commission has been functioning without any statutory power to function as an independent institution .As a result the present conflict between the Vigilance Commissioner and the State Govt. has reached the court of Law .Therefore, it is high time the Govt initiate and move a bill for State Vigilance Commission.
(7).Creation of Prosecution Directorate: Due to lack of separate Directorate of Prosecution, the working system of prosecution wing is functioning without command and control which resulted in many setbacks by losing important cases.
(8).Creation of Food Safety Directorate is a necessity so as to check and take responsibility for the safety of food products since now-a-days food items are imported from all over the country as well as from outside of the country which consumer cannot check the quality.
(9).Creation of Traffic Directorate: It has become a necessity to create a separate Traffic Directorate to look after the traffic issue independently because the present setup is not adequate nor proper because the man-power in the traffic wing are attached from different department .Therefore, to streamline the welfare of the traffic personal as well as to tied over the loophole in traffic matter a separate Directorate has become a must.
(10). Creation of Disaster Management Directorate: Up till now our State has not experienced a major disaster but our State has been situated at very high risk zone, it is necessary to be prepared and at a same time our state has developed the towns as well as the villages without proper planning which resulted in construction of many high raise building without assessing the soil condition as well as use of inadequate technical know-how and also the materials.
