PPA MLAs join Cong in Arunachal
Itanagar, December 28 (PTI): In a significant political development all four legislators of Peoples Party of Arunachal (PPA) merged with Congress giving a boost to the ruling party in this north eastern state. The merger was announced on December 28 by Speaker Wanglin Lowangdong in a decision as per the provision of the Tenth Schedule of Constitution and Members of Arunachal Pradesh Legislative Assembly (Disqualification on Ground Defection) Rules, 1987. The four PPA MLAs are Phurpa Tsering (Dirang), Kumsi Sidisow (Thrizino-Buragaon), Takam Pario (Palin) and Markio Tado (Tali) merged with the Congress late last night, party sources said. With this the strength of Congress in the 60-member assembly has increased to 46, while NCP and Trinamool Congress have 5 each, BJP 3 and a lone Independent.
Manipur: EC directs posting of full time SPs
Imphal, December 28 (PTI): Election Commission today directed the Manipur government to appoint full time superintendents of police in the districts before the assembly polls scheduled on January 28, official sources said. Some deputy inspectors general of police were looking after the offices of SPs in districts like Imphal east and Imphal west. The sources said the EC has said there should be full-fledged SPs at these districts and asked the state government to post full security at all places.
Arunachal adopts PPP Policy
Itanagar, December 28 (PTI): Arunachal Pradesh cabinet has unanimously adopted the state Public Private Partnership Policy, 2011, paving the way for private investment in various sectors of the state, official sources said today. The policy, adopted yesterday, would open up the gates for development of various infrastructure both physical and social in the state through much-needed infusion of resources and managerial capability from the private sector in tandem with the overall vision of the state government. Arunachal Pradesh, like the rest of its sister states in the north east has been a late starter in the public private partnerships and except for some limited experiments in the health sector like management of public health centers and community health centers, there are practically no PPP projects in the state. A PPP cell was set-up in the planning department last year and it had drafted the policy. Inputs were taken from various departments and the approval of law and finance departments were taken before sending the policy to the cabinet for approval, the sources said. The Planning Commission of India had assessed that the investment requirements in the infrastructure sector for the 12th Five Year Plan would be almost Rs 41 lakh crores, of which, at least 50 per cent would be through the private sector.
Namdhapa Park to have a tiger protection force
Itanagar, December 28 (PTI): With the Arunachal Pradesh government deciding to raise a tiger protection force, the sprawling Namdapha National Park, a tiger reserve under Project Tiger, can expect the rampant encroachment and poaching to come down substantially. The tiger reserve, spread over 1985 Sqare km in Changlang district, has been facing the twin problems for much too long to be ignored and the raising of the force would be of great help, Principal Chief Conservator of Forest B S Sajwan said told PTI. The force would be set up on the lines of one for the Pakke Tiger Project of East Kameng district in Arunachal Pradesh, Sajwan said. “With this, not only will the unemployed youths in the buffer zones get employment, but the reserve and its habitat can be kept from the clutches of poachers and encroachers,” he observed. The state government is also keen to thoroughly revamp the tiger reserve with a slew of development projects to be undertaken soon. The main problem faced by the Namdhapa Tiger Reserve since 2005 is the encroachment into its core area by 444 Lisu families of Vijaynagar Administrative Circle, adjacent to the reserve, belonging to 84 families at five locations. The authorities had carried out evictions in the past, but the success rate was low owing to lack of manpower and resources. Presently, the staff comprised a mere 24 forest guards and eight foresters manning the park which has a core area of 1,807.82 square km. The remaining 177.18 square km is a reserve forest.
