Regional consultations on adult education

Kohima | July 23 : In a wake of the launching of the flagship programme, “Saakshar Bharat “(Adult Literacy Programme) by Government of India, which also covers four district of Nagaland, a regional consultation with stakeholders on National Curriculum Framework for Adult Education (NCFAE) report for eastern and north eastern states took place here today at Hotel Japfu in the presence of Anshu Vaish, secretary (SE&L), MHRD, GoI.
There has been a need for wider consultations with the stakeholders to have their view on NCFAE in which this regional consultation for north eastern states including the states of West Bengal, Bihar, Jharkhand and Odisha has been organized today here.
Talking to media persons after the programme, Vaish said that 11 states have invited to this regional consultation and got good feedback after thorough discussion on the process of the framework formulation, which she said will be utilized for finalization.
She said this is the third regional consultations in the country on NCFAE. She said that the framework will be completed and formulated by early part of 2012.
The secretary said because of low literacy it is now a time to broaden and understand the continual education, post literacy and vision for adult education in coming 5 years plan.
She also stated that she met the chief minister Neiphiu Rio and school education minister Nyeiwang Konyak and discussed issues of concern in the area of school education.
Earlier, she released a “Report on Elementary School dropout in Nagaland” conducted and published by Research Cell, SCERT Nagaland.
Jagmohan Singh Raju, JS (AE) & DG (NLMA) said the Saakshar Bharat focus on four components- basic literacy, basic education, skill development and continuing education.
As for Nagaland, he said Government of India has released Ist installment amounting to Rs. 1.96 crore.
Meanwhile, an official release said the function of adult education in a democracy is to provide every adult citizen with an opportunity of the type of which he wishes and which he should have for his personal enrichment, professional advancement and effective participation in social and political life.
Adult education is yet to get its due importance in nation building and empowerment of individuals. Adult education can be remedial supplementary, complimentary or substitute to formal education which is usually confined to the early phase of childhood, adolescence and early youth in human life cycle.
The release said there has been strong need or National Curriculum Framework for Adult Education. An expert committee to recommend NCFAE had been constituted which has submitted its report.
As per 201 census the gap on gender literacy was around 21%. President of India in her address to the joint session of Parliament in June 2009 announced that National Literacy Mission be so modified as to make every woman literate in the next five years. Keeping this in view new version of NLM “ Saakshar Bharat” was launched by Prime Minister on September 8, 2009.
The mission is to establish a fully literate society through improved quality and standard of adult education and literacy. It is one of the flagship programme of the government and is monitored by the Prime Minister through delivery monitoring unit in PMO.
Prime focus is on women, though men are not excluded. Special focus is on SCs, STs, minorities and disadvantaged sections of the society.
The target is to achieve 80% literacy by the end of XIth five year plan, to reduce the gender gap in literacy to 10%, to reduce social regional and communal disparities in literacy.
In Nagaland, four districts will be covered- Tuensang, Mon, Kiphire and Longleng. The funding pattern for the programme in the north eastern states is 90:10 for central and the state government. The project cost is Rs. 7.26 crore of which Rs. 6.64 crore is the central share.
The release also stated the first ad-hoc grant of Rs. 1.96 crore has already been released, adding that new installment will be released after the state government submits the plan after completion of the survey.
The programme will be run by the village level units and one Adult Education Centres (AEC) will be set up at each village council level.
