
Attention of the Directorate of Employment and Craftsmen Training (the Department) is drawn to the news item which appeared in the Morung Express dated 6th July and 11th July 2011 under the caption “Naga Youths going abroad as cheap labour” with the rider Nagaland Government careless and ignorant and cheap labour in place of employment by Morung correspondent and NCFK respectively. The Department being the Nodal Authority for the Labour Force would like to give the following statement in order to make the picture clear for information of the general public.
A company with the name and style of CONA Overseas Pvt. Ltd. Was formed with the understanding and objective of improving economic status of the State. The Company was duly registered in India under the Companies Act, 1956.
As part of the activity, question of exporting Manpower also came up. Accordingly, MoA was signed between the Company and State Government for the purpose in which it was agreed to initiate by sending 150 Labour Force to work in various Korean Companies abroad as a State Sponsored Project. In return, the company was to receive certain sum of money being the consideration for the placement services rendered along with the expenses for the exercise of the conditions agreed upon in the agreement for a period of 2 years.
Subsequently, a Certificate of Exclusive Manpower Agency and Letter of Cooperation were issued. The Company therefore prayed for the release of the agreed amount was per the agreement. Therefore, a Composite Agreement was drafted and signed between the Government, represented by the Director, Employment and Craftsmen Training and the Company, represented by the Managing Director and duly vetted by the Justice and Law department.
It may be brought to the notice of the Naga Public in general including the people that have gone to the press that the objective of sending manpower abroad was the result of the initiatives of the visionary leadership with the best of and sincere intention and to give exposure and to develop work culture of our Naga youth. The matter has gone through various stages involving the Chief Secretary, Addl. CS & Dev Com and Com & Secy Labour and Employment Deptt. At every stage, there have been directions to ensure the safety, security and well being of the work force as a primary objective. Therefore all efforts are being made to ensure that the State Sponsored Work Force does not fall within the category of bonded or cheap labour.
Instead of verifying the steps that are being initiated and giving constructive motivational efforts, using languages as harsh as ‘careless’ or ‘ignorant’ are tortuous.
As the Naga society is going through a very difficult phase with confusion and dependency abound, the intellectual groups need to come together and motivate our younger generation to stand on their own feet, inculcate a sense of work culture and earn their daily bread. The State machinery is gearing up to face the challenges from all fronts, hence it is but prudent to give encouragement with advice and caution being necessary tools.
