The meeting convened by the Engineer-In-Chief, NPWD on 17th October 2011 was not to support any Union or Firms but to dissect the whole issue of NGRC-ICU allegation against the Department as nefarious activities and there after allegation made against the Engineer-In-Chief, NPWD Dr.Er.Vikuotuolie Angami,Ph.D in papers and even writing to the Hon’ble Prime Minister of India and other dignitaries. But in spite of the real issues, the Legal Advisor to the NGRC-ICU Shri.Kezhokhoto Savi made a scathing attacked on whole technocrats of the State as manipulator, nefarious activities by unleashing derogatory remarks . This is a big issue which amounts to criminalization of all Engineers of the State from bottom to top posts which is viewed very seriously by the Department which may also lead to legal complications too. The presentation of NGRC-ICU in the aforesaid meeting shows that they did not know anything about the SARDP-NE road projects and failed miserably to substantiate their claim on the particular issue went ahead with other issues outside the purview of the meeting for their own willful benefit and tarnishing the good image of the Engineers and technocrats in the State of Nagaland. This has been witnessed by the Apex body of the Nagas such as Naga Hoho, NMA, NSF and media persons from various Local Dailies. The meeting has been constantly recorded by video graphy which will speaks to support ‘My Rejoinder’. If any one ask for the disc may buy with reasonable price.

It is learnt that M/S Gayatri Firm have been allotted works in some states within this year too, then how NGRC-ICU alleged that the Firm was blacklisted?
Actually I did my best to save the NGRC-ICU from the jaw of shame but due to their greed they went against me (Dr.Er.Vikuotuolie Angami)Ph.D. E-IN-C.
2.The NGRC-ICU alleges the Department Official having nexus with the Firm/Company to exploit the gullible citizen has no evidence so far. If it has come to the Notice of the undersigned or the Government surely disciplinary action would be initiated against the erring Officer.But if the NGRC-ICU fails to substantiate their claim, it is at the prerogative of the concerned Department to take action even up to the extend of cancelling the Registration or Blacklisting the complainers.
3.The NGRC-ICU has published in the Eastern Mirror of 19th October 2011 that Engineer-In-Chief, NPWD, Dr.Er.Vikuotuolie Angami,Ph.D. threatened to blacklist the NGRC-ICU and to go to Court. For information of the General public that many members so called under the NGRC-ICU could never complete the work within the stipulated due to their negligence and always making excuses to get enhancement of rate for which field Engineers are put to task and rescue them if not their Firm or registration would be placed under the blacklist like that of Mizoram Government. Allegation against the Engineer-in-Chief, NPWD, Dr.Er.Vikuotuolie Angami,PH.D favouring, protecting and having the Modus operandi of M/S Gayatri & Maytas(JV) is very serious in nature and should immediately clarify and make public apology or other wise I am still ready to go to any Court to sue the NGRC-ICU Office Bearers for defamation.
3.The NGRC-ICU also brought the issue of M/S Menakshi, M/S Ratna Infrastructure, Dunlop, supply of some materials etc never known to the Engineer-In-Chief about the allotment and other procedure. This has giving another side of the story of SARDP-NE. The Department is only concerned about the Firm M/S Maytas & Gayatri(JV) is the contractor and NPWD is the employer.They have to complete all projects in span of 3(three) years. Any slackness on the part of the Firm, the Department shall take any action against the Firm which is deem fit according to contract clause.
4.The NGRC-ICU alleged that the Projects construction would affect the State Exchequer. This is a ridiculous statement which should be condemned by one and all. The reality in this case is that instead of affecting the State Exchequer, the Department had brought about Rs.100.00 crore to the State as agency charges of 9% of the total civil works. As such it should be appreciated by all sensible citizen of the State.
5.The NGRC-ICU never gave copy of their letter to the Engineer-In-Chief who is the Head of 4(four) Directorates viz: Chief Engineer, PWD(R&B), CE(National Highways), CE(Housing) and CE (Mechanical) and never approached and discussed the matter about their mission to Hyderabad for subletting their the work to them.It seems they miserably failed in their mission and venting angered towards Dr.Er.Vikuotuolie Angami,Ph.D Engineer-In-Chief, NPWD in person is still hurting and not easy to forget.
6.The NGRC-ICU alleged that the Engineer-In-Chief had undermined the very existence of the Union appeared on the EM on 19th October is very unfortunate statement since they(NGRC-ICU) never recognized the existence of the Engineer-In- Chief thereby shame has been brought to the State because they thought everything in their hand. Remember there is one who is always looking at you from the day you had been borne into this world. Guess who is this one? Do not try to escape from the trouble which have been created by yourself. Do not pass the buck to others when you are guilty.
7.The NGRC-ICU is a union approved by the Government to do good work for the people instead of going against the norms of the Government at the Centre and the State respectively. The Engineer-in-Chief will uphold the Government order and support it till he relinquished the Office.
8.The Department is fully supported and agreed with the suggestion put forward by Shri.Pele Khezhie, the President of Nagaland Contractors & Suppliers Union. He stated in the meeting that the present crisis had cropped up because of the disunity among the Contractors with vested interest for their own benefit. The Department also appreciated the movement of NCSU in a good gesture a memorandum to the Hon’ble Prime Minister of India, UPA Chairperson and ther concerned dignitaries to consider their request that the next phase of SARDP-NE be allotted according to the area wise. T he true leadership capacity shown by the NCSU President is highly value. Unlike NGRC-ICU, the NCSU gave a copy of the Memorandum to the Engineer-In-Chief is well appreciated.The Department along with its Officials shall put their level best to support them.
9.The suggestion put forward by the Apex body of the Naga such as Naga Hoho, NSF and NMA regarding the quality of workmanship to be carried out by the Contractors and strictly monitored by the concerned department is highly appreciated. This is the first step in the History of NPWD that such high profile leading Naga Organizations came in support of the Department to carry out the work according to Specification norms and not to go like putting cream on the lips by the contractors. The Apex body of the Naga people stated that they would stand for the truth and the Department appreciated their stand and shall uphold this truth.
10.In order to clarify some queries about the issue of W/O to M/S Maytas & Gayatri(JV), necessary preparation of papers &issued of w/o were done by the Chief Engineer,PWD(NH) Er.Peter Solo and Er.Krosü Rhetso the then SE,NH-I, hence the Engineer-In-Chief has no knowledge about the issue because no papers or documents had been put up to Engineer-In-Chief for his information. Therefore, in order to dispel the suspicion regarding the issue of Work Order to the Firm, the Office of the Engineer-In-Chief, NPWD has no hand. On this issue clarification may be sought from the concerned Officers before pointing their figure to E-In-C,NPWD in personal attack.
11.To make more clear and vivid regarding the tenders, none of the NGRC-ICU members tendered for the work in question. The General Public is to judge when some one has not tendered for then how could any work be allotted them? Is it not shame? In disguise trying to stop the development infrastructure brought by the Government lead by Shri.Neiphiu Rio, the Hon’ble Chief Minister and his colleague Shri. G.Kaito Aye, the Hon’ble Minister (R&B)/NH is totally against the Societies, Organizations, Associations,Unions etc. for their own selfish end.
12. For all Naga public consumption, it is to mention here that NGRC-ICU talked much about the exploitation of their members but to the surprise of the Department is that even after consecutive failures to execute the allotted works in some Departments, NGRC-ICU members were getting 7to8 Projects shows that the NGRC-ICU exploiting against each other in spite of all these pointing their fingure towards the Engineer-In-Chief, NPWD,Dr.Er.Vikuotuolie Angami,Ph.D, is very much personal, who is truthful, obedience, having full integrity with the Government in discharging his duties bringing more funds from the Centre to the State for Development.

13.Do not threatened one another with dire consequences. This is not a pleasant word to be digested. Beware of words. Every one is watching by the power of the Lord Jesus Christ. Every Nagas want to have a glimpse and ride on a good and quality road. So let the Joint Venture Firm complete the work in time.
I do not believe in paper war. Good or bad, face to face discussion with clarity and sound mind is a must in our Naga Society. Back biting has no place at all in a civilized society.
