
In an issue where all the sides are right, it is difficult to forward a neutral opinion! However, an honest approach, keeping at the back of the mind the common good in a welfare State is the key to conflict resolution. And also with an expectation to be understood by those who can reckon! In a normal human tendency, the approach to equality leads to the more than an equal equality. Generally speaking, ‘consciously or sub-consciously at a certain stage considered at par, the condescending approach towards the other equals and the so called less than equals becomes normal, often unnoticed but felt’!
As a matter of fact, the Chakhesang brothers/sisters are already at par with anybody in all the areas with the so called advanced tribes of Nagaland, so if reservation is to continue it should instead of Tribalising, become Area specific, that too, with a strict time frame! Before you jump into conclusion, I would request you to kindly read on. Let us try to see this issue from a little different and wider perspective.
Only recently, the Eastern Naga Students Federation (ENSF) fought for a bigger chunk of job reservation which was yielded by the government by the change of allocation in the reservation policy. And now the PIL (public Interest Litigation) filed by the Chakhesang Public Organization (CPO). Legally speaking, can anyone say that the CPO is wrong? Should the High Court throw out the PIL? No! However, under the given situation the interlinked problems which would not interest the Court lay the solution.
Rumours are being spread that, besides the grudges over fund allocation and development in the areas of the Eastern Nagas, job reservation in the government sectors and offices is also one major issue. As far as fund allocation is concerned, sufficient fund and packages are provided for areas under backward category. The concern should be on how it is being utilized! A water vessel with a hole at the bottom can never be filled. Assuming the rumour concerning job reservation is true; how genuine is it?
Besides our pragmatic assumption, the recent spate over the reservation policy has also brought into light on some vital information at the government. On February 8th 2011, Mr. Lalthara (IAS), the Chief Secretary has clarified in the local tabloids on the findings of Mrs. Banuo Jamir Committee Report 2008, R. Kevichusa Committee 2010, Cabinet Sub-Committee headed by R.C. Chitten Jamir (1991) and Temjen Toy Committee. Facts and figures and socio economic status of the people would speak on who genuinely needs to be in the backward category.
Nagas in general are nearing the point where we should stop enjoying the privileged category even at the Central Government Sectors and Offices as far as the job reservation is concerned. Now, if the fight over backward quota be that serious to dissect the State; where is the reasonable ground? Should we tribalise the issue or be area specific? If I am to take the instance of my own Pughoboto Area, being land-locked, we are developmentally and economically very backward, but why would I want to be called backward? In the context of Nagaland, only those areas or tribes who are economically, socially, developmentally and educationally backward should be in the backward category.
The job seekers have a platform like Educated Unemployed Union and the Naga Students Federation to approach for their counsel and support. You can’t expect others to baby feed you or when you are hungry, can anyone eat for your sake and you be filled? When only one or two are raising issues and the thousands are silent, then silence amounts to approval. What can the Government do when the educated beneficiaries do not act? The Government at the top is run by political parties, and political parties have too many to please, so without a reasonable pressure there is no action! Under the prevailing situation, reasonable or unreasonable, the Government is right! We talk about Statesmanship, but Statesmanship can best be exercised in a Dictatorship Government! Why? Who does not like power? Democracy is the Government of the people, by the people and for the people!
Under the given situation, can we blame Nagaland Public Service Commission? NPSC is sandwiched between the Government and the Court! The delay of result declaration and the pending exams is badly affecting the functioning of the NPSC, as we can see! Sans the voice of the interested youths and the continuing litigation, the paralysis of the NPSC is mandatory!
Too many cooks spoil the broth. Besides the deep rooted issues of corruption where 99% of the Naga populace is no more spared, and favouritism and nepotism faced with the State, there are other genuine issues where we have to allow the State to function normally, whether; it is the NPF and allies or Congress in power. The State is bigger than the political parties or the government. The State is more interested in the issues of the people at large. The people at the Government or in power should collectively realise that the Government is an agency of the State and not the owner of the State, and the Government should normally function under the State. We as people of the Democracy too should tread the reasonable ground and give some spacer to the government to act independently at times, though the dividing line between extreme reasonability and un-reasonability at times is threadbare!! Abuse of Democracy will lead to chaos and confusion.
The youths of Nagaland should not be blind to issues. If you want to become a government servant, to run the affairs of the Government is running the affairs of the State, therefore, you should be smart enough to raise collective voice when you have to in genuine issues. Silence is not always golden!
