
Kohima, March 29 : Reacting to Opposition Leader Tokheho Yepthomi’s demand for a high-power inquiry committee into issue of appointment of a consultancy service for printing of the state’s RMSA scheme, Chief Minister Neiphiu Rio clarified that the appointment was done taking into consideration the service’s record of efficient and satisfactory implementation.
In his reply on the budget speech, the chief minister explained that as the state education department did not have the required expertise, appointment of a consultancy service having expertise on the matter ‘was necessitated’ and that after careful consideration, it chose Aizawl, Mizoram-based North East Consultancy Services. It was taken into consideration that the state of Mizoram was doing well ahead of us in terms of implementation of the scheme, he informed. Explaining further, Rio said impressed by their record, the consultancy service in question was also engaged by Meghalaya for the same purpose.
On why the department failed to float tender for the contract, he explained that it was decided to engage the firm having been firmly convinced of its capabilities.
Further, he said the RMSA submission was also very late and that the firm was engaged at the last possible moment. Besides, while the Education Department has an engineering wing, it cannot go to all villages.
In addition, extension of the period was necessitated due to the need to come up with a prospective plan up to 2016-2017, he said.
The chief minister further justified that the consultancy fee, as questioned by the Opposition, was within permissible limit and within the guidelines.
Tokheho Yepthomi had demanded a high-power committee to probe into the printing of the RMSA calendar, which he claimed, was against all rules and guidelines and rules of the central scheme and is also one of the flagship programs in the state.
MI project at Tchutumo Mekokla village completed MI Project at Tchutumo Mekokla village which was taken up during 2007-08 with a cluster of 5 (five) projects was completed during 2008-09, stated Parliamentary Secretary for Irrigation & Flood Control replying to a starred question by S.I. Jamir.
Patton also apprised the House today, 29th March 2011 that the amount passed against MI projects are as follows:
1. Tchutumo MI Project Rs. 18,63,891.00
2. Rongrotchu Rs. 2,81,461.00
3. Khekhuchupen Rs. 1,54,776.00
4.Khakhu Rs. 12,53,400.00
5. Chiyong Rs. 20,00,600.00
He however said that during the monsoon of 2010, the diversion weirs of Tchutumo and Khakhu MI projects respectively were partially damaged though Tchutumo is in use and not Khakhu MI project. The Parliamentary Secretary stated that the repair works will be taken up. The total amount sanctioned against the cluster project was Rs. 55,54,128 lakhs.
To another question from S.I. Jamir MLA on the MI Project at Sosorotchu of Yikhum village, Parliamentary Secretary for Irrigation & Flood Control Y. Patton replied that the project was completed but due to high intensive monsoon during 2009-10 the diversion weir and the intake channel were damaged due to flash flood. He added that the total amount of Rs. 35.05 lakh sanctioned was released.
NLA observes 2 minutes silence
Members of Nagaland Legislative Assembly today, March 29 observed 2 minutes silence as a mark of respect to Late Khaming Khiamniungan, former Member of Interim Body. Nagaland Legislative Assembly Speaker Kiyanilie informed the House of the passing away of Late Khaming Khiamniungan on March 25, at the age of 78.
Paying rich tributes to the deceased, the Speaker said that the void created by him would be difficult to fill. The profound sympathy expressed by the members of the Hosue will be conveyed to the family members of Late Khaming by the Secretary Nagaland Legislative Assembly, the Speaker informed.
Mechanic Grade-I promotion given according to service rule
To a starred question posed by H. Chuba Chang MLA in regard to the total vacancy posts of foreman as on October 2010 and the number of Mechanic Grade I promoted, the Parliamentary Secretary for Transport, Dako Phom replied that the total vacant posts as on that particular date was five out of which 3 Mechanic Grade I were promoted.
He informed to the August House that the department has received representations from the two Mechanic Grade I whose seniority stood at Sl. No. 4 and 5. He said that as the promotion was done as per seniority list with 50:50 their service rules the department did not find any valid ground in the representations. Dako Phom also mentioned that the two Mechanics would get promotion next time. He further said that the recruitment for Mechanic Helper Post(s) would be advertised after completing all necessary formalities.
