SIR in Nagaland: 99.91% enumeration forms distributed, 78.71% digitised

Total 82,918 or 6.11% of forms ‘uncollectable’ so far

Nagaland’s Special Intensive Revision (SIR) of the electoral rolls has crossed the 78% mark in Enumeration Form (EF) digitisation, with 10,68,281 forms digitised out of 13,57,208 electors as of 6 pm on September 6.

According to the latest status report issued by the Office of the Chief Electoral Officer (CEO), Nagaland, the distribution phase is virtually completed statewide with 13,55,970 EFs or 99.91%.

However, 82,918 forms, accounting for 6.1% of the total electorate, remain uncollected.

Dimapur accounts for the highest number of uncollectable EFs, with 28,581 forms, or 22.74% of its 1,25,703 electors. It is followed by Chümoukedima with 13,173 uncollectable forms (11.98%) and Kohima with 11,903 (9.73%).

Peren has 5,019 uncollectable forms, or 8.08% of its 62,126 electors, while Tuensang has 3,579 (4.45%) and Noklak 1,664 (4.08 %).

At the other end, Mon has the lowest proportion of such forms at 1.11%, followed by Meluri at 1.12%, Phek at 1.68% and Shamator at 1.75%.

While the CEO, Nagaland, has not issued an official update on the term so far, similar terminology used by other election offices indicated that “uncollectable” EFs generally refers to forms concerning existing electors who have died, permanently shifted from the area, are untraceable, or are already enrolled in the electoral roll. 

Such electors are ordinarily excluded from the draft electoral roll, subject to the provisions for seeking inclusion during the claims and objections process.

SIR in Nagaland is currently in the house-to-house enumeration phase, which will continue until September 14, with the draft electoral roll due to be published on September 20.

In terms of digitisation, Pughoboto leads the districts at 95.34%, followed by Kiphire at 93.18%. Mon and Mokokchung have also crossed 86 per cent, at 86.66% and 86.49 per cent respectively.

Dimapur, despite having 100 per cent EF distribution, has digitised 68.98% of its forms, leaving a sizeable gap between distribution and digitisation. 

Chümoukedima has the lowest digitisation rate among the districts at 64.02%, followed by Dimapur at 68.98% and Wokha at 71.36%.
The CEO’s figures also show 946 EFs submitted online directly by electors as of the reporting time.

The SIR has a qualifying date of October 1, 2026, and is intended to ensure that no eligible citizen is left out while ineligible persons are excluded from the electoral roll.

Following publication of the draft roll on September 20, electors will have until October 20 to file claims and objections, with disposal of such claims scheduled through November 18. The final electoral roll is scheduled for publication on November 22, 2026.
