Mon, December 10 (DIPR): Coinciding with the Mon District VDB Conference 2011, the Chief Minister of Nagaland, Neiphiu Rio inaugurated the achievement of Cent Percent Rural Housing of Tobu village on December 9 at Tobu. Tobu village became the second village next to Chenwetnyu to have completed and achieved, hundred percent rural housing in the district. The achievement was made under various centrally sponsored schemes like IAY, GIA and MGNREGA.
Congratulating the Tobu VDB on the Cent Percent Rural Housing, CM Neiphiu Rio he urged upon the gathering Village Council Chairmen and VDBs to follow the example and give their best to achieve complete CGI sheet roofing in their respective village. Mon district is still lacking behind in literacy, per capita income, CGI sheet roofing etc. Therefore, he urged the people of Mon district to work harder to eradicate such weaknesses in the future. Asserting that Education and Rural Development Portfolios were allotted to the legislatures of the backward region with a view to help, analyze and make plans and strategies according to the needs of the people. He said by giving such opportunity he hoped that the people of the region would work harder and to build a closer contact with the concern ministers/ parliamentary secretaries.
Enumerating the achievement of his Government and up-gradation and creation of new administrative headquarters especially in the backward region he said, the aim of these upgrading and creation is to bring the backward tribes in par with the other advanced tribes. He assured Tobu village to black top the road between the town and the village.
In development sector he said equal opportunity have been given for equal participation to all the district, however, he lamented that there are certain areas where schemes are not implemented properly while others have utilized it judiciously. He advised the people to have perspective plan as per the needs and requirements for effective implementation of schemes.
Emphasizing on unity and peace of the Nagas the CM said, due to our own weakness, Nagas have been divided and living separately in the four states of India and beyond the international border of Myanmar. He exhorted the people to live with unity to avoid further division among the Nagas in the future and added that development is possible only in a peaceful atmosphere free from violence.
S. Pangnyu Phom Parliamentary Secretary for RD & REPA, who graced the occasion as the guest of honour said, the policy of the DAN Government is to uplift the rural areas and make them at par with the urban areas. Despite this policy, he lamented that some village are not utilizing even 20% of the fund for development. He informed that there should be no adjustment of VDB funds for the welfare of other NGOs and organizations.
Commissioner & Secretary RD V. Sakhrie citing that, “Coming together is the beginning, Keeping together is progress and working together is a success”, he urged upon the gathering to wakeup and work together to live with peace and harmony for the better tomorrow.
Deputy Commissioner, Mon Angau I Thou said since the inception of VDB in 1980 and the bottom up policy of the present Government, the VDB not only prepare perspective plans but participate and execute the work at the grass root level with an aim at improving the living condition of the rural people. She also said that the people are coming forward for change in partnership with the Government.
While proposing welcome address, Parliamentary Secretary for Youth Resources & Sports and Land Revenue, Naiba Konyak lauded the chief minister and said the policies of the DAN Government under the able leadership of Neiphiu Rio have transformed the mindset of the people. He lauded the Administration, Village Council Chairmen and Village Development Boards for being very passive in implementing Government policies and it is due to their tireless effort that such achievement could take place. Recalling the past history of Tobu, Kijong Chang MLA & Chairman of VGs & DBs said that with the new vision of DAN Government under Neiphiu Rio, Tobu once a place of tribal crash was transformed into a development zone by achieving cent percent rural housing under RD.
The Chief Minister also gave away the VDB award to the three best performing villages of Mon district namely: Chenwetnyu, Tobu and Goching village. He also released the souvenir of the RD Block of Tobu. The programme was chaired by Director RD Metsobu Jamir. The chief minister was accompanied by Imkong L. Imchen Minister for Home and Azo Minister for Health & Family Welfare.
