Dimapur, October 15 (MExN): The department of Rural Development & Urban development has conducted a training programme for Enumerators and Supervisor for Socio- Economic and Caste Census (SECC) 2001 for Dimapur District at the conference hall of the Deputy commissioner Dimapur on October 14.
Principal SECC Officer (PSO) & Deputy Commissioner Dimapur, N.Hushili Sema (IAS) in her welcome speech said the nation wide campaign on Socio- Economic and Caste Census which is to be started from June 30 to December 31 is a very big task and a time bound, which each one of us need to be properly trained for accurate enumeration, stated a press note issued by SDIO of Dimapur.
Hushili said the district charge officers who were being appointed for this exercise to have better coordination with the district master trainers and to be present whenever the districts conduct such training programme to support the enumerators and supervisors to ensure that they are properly trained. Expecting to be the frontrunner and the best implemented district on this campaign. She also urged the enumerators and supervisors to fulfill all the tasks assigned to them with sincerity and dedication as the future impact of our state depend on them.
Joint Director (Urban Development) Dr. Toshimanen Ozukum speaking about the training said that this is the first time that such an exercise is being conducted in the country. He said the government of India is conducting such exercise to know the poverty line of the country and how many people of the country are being living below poverty line as it highlights the status of economy growth of the country.
Dr. Ozukum said to enumerate the census in the state two nodal departments Rural & Urban Development and Census department has been entrusted and the nodal department will be assisted by Electronic Cooperation of India Limited(ECIL) in all the technical areas on data entry operation. He added SECC exercise is a paperless work where all the data’s will be collected in the tablets PC’s by the data entry operators (DEO’s) Altogether 1322 officials has been appointed to exercise the census and the state has also selected five national trainers from the department of Urban Development (2) & Rural Development (2) and census Department (1) and has undergone intensive training at institute of Rural Development (TIRD) Hyderabad. The state has also conducted state level training for all the nodal officers and from 11 of this month four teams consisting of national trainers, master trainers, nodal officers and ECIL experts will conduct training in all the district in the state. The expected average household enumeration is 24 houses in a day
Ozukem said that Deputy Commissioners are the principal Officer (PSO) SECC in their respective District and ADC are the APSO’s and SDO’s (O),EAC ‘s and BDO’s are the Charge Officers in thier respective Sub- Division.
For Dimapur district the nodal department has appointed 11 master trainers 237 enumerators and 88 supervisors including reserved to exercise the census operation. The SECC will conduct training for master trainers from October 18 to 19, enumerators & supervisors on October 27 and for DEO’s , enumerators and supervisors on October 28.
While thanking the participants in the training programme, Ozukhum is optimistic that the state will exercise this census enumeration much ahead of other NE states with accurate information.
