TYC support TKS in H.S. Verypam’s issue

Dimapur, July 17 (MExN): The Tangkhul Youth Council (TYC) has extended its full support to Tangkhul Katamnao Saklong (TKS) campaign against racial discrimination in the matter of promotion and posting prevailing in various Government departments of Manipur.  A press note issued by Kharaingam Shaiza, general secretary, TYC stated that the TYC has taken strong exception of the Congress-led SPF Government for its blatant “racial discrimination” meted out to H.S. Verypam, a tribal regularly promoted to the post of Chief Engineer (PHED) retaining as O.S.D. to the Principal Secretary (PHE), Government of Manipur, arbitrarily overlooking the Recruitment Rules (RR) so as to allow one Superintending Engineer still very much in eligible to the post of Chief Engineer to hold the post of Chief Engineer in-charge.
TYC in the note questioned on the sense of keeping one Superintending Engineer as Chief Engineer in-charge, when there is a regularly promoted Chief Engineer in PHED. It mentioned that H.S. Verypam was appointed on promotion to the post of Chief Engineer (PHED) Manipur on the recommendation of the DPC meeting held on June 28, 2010 in association with MPSC and with the concurrence of the Commission conveyed vide letter No. 8 A/42/2010 MPSC (P) dated June 29, 2010 No.3/5/98-PHED/DP-27th July, 2010. “The state Government is answerable to this arbitrary and discriminatory act. What is the justification/hidden policy of the State Government in the case of H.S. Verypam? Without citing any substantive reasons, the service of the most eligible Chief Engineer is still retained as O.S.D. to the Principal Secretary (PHE) in the Secretariat PHE Department. The Government of Manipur has totally and arbitrarily overlooked the Recruitment Rules (RR) in the case of H.S. Verypam, and instead, allowed an in-eligible Superintendent Engineer to take charge as Chief Engineer (PHED). This act on the part of the State Government is a blatant discrimination against the deserving person in particular, and the tribals in general,” TYC stated.
The note also mentioned that Chief Minister Okram Ibobi Singh has sent U.O. No.1/46/2009-CM, Imphal, the  November 27,  2009 for repatriation (the service of H.S. Verypam) to his parent Department as Chief Engineer in the larger interest of public. Hence TYC asked, what the personal interest is to keep one SE as Chief Engineer In-Charge and regularly appointed CE retained as OSD.  It also stated, “Now who has the final say in the Government affairs? The Chief Minister or the concerned Minister? Retaining H.S. as O.S.D to the Principal Secretary (PHE) and allowing M Imommacha SE as CE i/c for the last two or three years, TYC has found gross violation of Recruitment Rules on the part of the state Government. So, it is our demand to repatriate H.S. Verypam, whose retirement is due on March 2012, to his parent department immediately. The Tangkhul Youth Council further demands that the Congress-led SPF Government to redress the issue without any further delay.
