‘UPA making efforts for rapid progress of Manipur’

Imphal | December 3 : Prime Minister Dr Manmohan Singh on Saturday said it has been the endeavor of UPA government at the Centre to make every possible effort for the rapid progress of Manipur and the other North Eastern State, Singh said and asserted the people of the State to get opportunities for their talents and abilities to flourish.  
Over the last five years we have worked very closely with the Congress government of Manipur to make this happen. The devolution under the 13th Finance Commission from the Centre to the State for the period 2010-2015 is expected to be about Rs. 13,600 crore, which is more than double the amount given in the period 2005-2010. Manipur’s plan outlay for the current year is Rs. 3210 crore which is more than three times the plan outlay in the year 2005-06, he added.
Dr. Singh also expressed happiness that many of the projects that were announced during his visits to Manipur in 2004 and 2006 have been completed. He said the New assembly Secretariat Complex and the High Court complex, which were inaugurated by him and Sonia Gandhi on Saturday, are parts of the State Capitol Project foundation stone he had laid in 2004, adding work on the third component of the Project, the new Secretariat Complex has also commenced and is likely to be completed by March 2014.
Recognizing that creation of good infrastructure is critical for Manipur’s economic development, he said, “We have therefore made sincere efforts in this direction. The State government has made available 640 acres of land and the Airports authority of India has drawn up a plan for upgrading the infrastructure of Imphal airport, which has now been provided with night landing facilities, to international standards.”
Work on the 120 km railway line from Jiribam to Imphal via Tupul is under progress and is likely to be completed by March 2016, with the Jiribam-Tupul portion getting constructed by March 2014. Double laning of the Maram-Paren road is likely to be completed by March 2012. Works on NH53 are also going on and are expected to finish by December 2013, the Prime Minister informed. He also said the project for augmentation of water supply for Imphal city with raw water from Thoubal dam is being actively considered for funding from the Japan International Cooperation Agency.
Dr. Singh also announced that an oil depot at Malom will be taken up for construction,  and till the work of railway line up to Imphal is completed, it will work as road-fed depot and further announced that the capacity of the LPG bottling plant at Sekmai will be double from 600 MT to 1200 MT.  Environment clearance for the 1500 MW Tipaimukh Hydro Electric Project has been granted and forest clearance is under process, he said.
The Prime Minister said that the Centre has decided to set up Kasturba Gandhi residential schools in all the nine districts of the State and further informed that to address the requirements of the minority community, the Ministry of minority Affairs has funded the ITI at Lilong in Thoubal district under the multi-Sectoral development programme (MSDP).
The enormous capabilities and talents of the people of Manipur need to be encouraged and channelized into productive and creative pursuits, we need to build and enabling environment so that the tremendous developmental potential of the State is fully realized. All this happen only when there is peace and harmony in the State.

UPA Chairperson Sonia Gandhi Saturday appealed to the people, particularly the hill people of Manipur to render utmost cooperation for full institution of democracy in the State, saying the vision of Congress for the State is to bring peace and harmony.
The UPA Chairperson and the Prime minister today paid a one-day visit to the State to inaugurate newly constructed City Convention Centre, MFDC Auditorium, Assembly building, High Court building and Inter-State Bus Terminus here, though the visit was boycotted by different militant groups and civil organizations of the State.
Speaking at a public meeting at Kangla where thousands of people converged to attend the meeting, Sonia said a lot of infrastructures in the State have significantly brought change and now development can be seen in Manipur. She also lauded that the newly constructed five buildings inaugurated by the Prime minister today are quite impressive.
During the meeting, she also said the Autonomous District Council (ADC) election was held last year after a long gap of 20 years and was an achievement and historic work of Secular Progressive Front (SPF) government headed by Chief Minister Okram Ibobi Singh.
Sonia also said UPA government is happy that the State has succeeded in bringing some underground groups in the State to the negotiating table for peace process, adding dialogue is the only way through which peace and prosperity can come.
She said, “I can feel how the public, especially the women of Manipur have suffered hardships due to the impact of the recent prolonged economic blockade on national highways in the State. The UPA government is really aware about what the State of Manipur is in need. So, we are here today.”
Gandhi also expressed approval of the youths of Manipur who have made India proud in the field or sports and urged them to keep up with their activities as there are so many opportunities they can get.
