56 Village Councils in Chümoukedima District unite under common forum

Dissolves VDB Secretary Associations

Reiterate ‘One Government One Tax’ call

Chümoukedima, June 25 (MExN): A total of 195 representatives from 56 Village Councils under Chümoukedima district convened for their first meeting today, where they unanimously resolved to revive the Chümoukedima Area Village Chairmen Association, originally founded in 2015, and re-christen it as the Chümoukedima District Village Councils' Association (CDVCA).

Held at the Chümoukedima Village Council Hall, the meeting also adopted a host of resolutions, including the dissolution of VDB Secretary Association(s), reaffirmation of the “One Government One Tax” principle, and matters related to general administration and village-level governance.

A press statement from CDVCA Spokesperson Sebastian Zumvu informed that the meeting formally constituted the Chümoukedima District Village Councils' Association (CDVCA), with Razouvotuo Chatsu, Village Council Chairman of Chümoukedima and former President of the Angami Public Organisation, appointed as Interim Convenor, and Vika H. Chishi, VCM of Unity Village Council, as Secretary.

In addition to the Spokesperson, eight Advisors to the CDVCA were also appointed. They include Zhato Kimho, President of the Chakhroma Public Organization and VCC of Piphema A; Ghuzhi Shohe, VCC of Diphupar; Reyopoyi Nyekha, VCC of Naga United; Dejiraj Giriso, Head GB of Dhansiripar; Tokishe Assumi, GB of Thilixu; Charlie Sekhose, VCC of 5th Mile Model; L.K. Swu, Head GB of Pimla; and Advocate Hukavi Zhimomi, VCC of Chekiye, who will serve as Legal Advisor.

Meanwhile, the June 25 meeting expressed appreciation to the Government of Nagaland for proposing to implement the Inner Line Regulation (ILP) regime strictly and extended full support to the enforcing agencies to ensure total success of the implementation.

However, it concurrently decided to request the State Government to allow the hybrid practice of online as well as offline mode.
The CDVCA also called for making the online mode more ‘guarantor-friendly’ and also to consider issuing ILPs to agricultural labourers for a period of one year instead of 90 days.

It also acknowledged the State Government's endeavour to uphold, strengthen, and streamline the Naga Customary laws by way of notifying Part 4(A) of the Act through the Rules for Administration of Justice & Police in Nagaland (Fifth Amendment) Rules, 2025.

However, it also resolved to urge the Government to urgently consider the recent concerns raised by the Nagaland Bar Association vis-à-vis the Fifth Amendment.

The newly formed association also called for framing the rules for the appointment of the Presiding Officer and the other two Members of the District Customary Courts, as well as the procedure for the conduct of the proceedings of these Courts.

It also advocated giving preference to retired Dobashis and renowned GBs while filling up the vacancies in the District Customary Courts.

The CDVCA also urged the Department of Law and Justice to immediately create or post a District Sessions Judge, citing that the necessary infrastructure is already in place to facilitate the administration of justice.

Meanwhile, the meeting resolved to “immediately” do away with VDB (Village Development Board) Secretary Association(s) in Chümoukedima and directed all the VDB Secretaries to henceforth disassociate themselves from any such formations.

The CDVCA also reiterated the call of the Naga public for ‘One Government One Tax’ to the various Naga Political Groups (NPGs) in the district.

It further decided to request the Government of India to strictly implement the provisions of the Ceasefire Ground Rules and to review the Ceasefire Ground Rules to ensure that the designated Ceasefire Monitoring Offices of various NPGs are not “converted into safe havens [for] law breakers.”

Other resolutions included appeals to the Rural Development Department to post a Project Officer at the district headquarters for VDB-related work, while the School Education Department was petitioned to appoint a District Education Officer for the convenience of local schools.
