1. Public Awareness and Advocacy Movement: Create a citizens’ campaign demanding accountability in IAS appointments; Use RTI (Right to Information) to expose irregular recruitments; Civil society groups, retired bureaucrats, and students to form coalitions to press for reform; Launch digital and social media awareness drives under slogans like “Merit First, Not Backdoor"/"Save Civil Services Integrity.”
2. Judicial and Legal Remedies: File Public Interest Litigations (PILs) in the Supreme Court or High Courts to challenge irregular appointments
Seek judicial directions to:
• Enforce recruitment through UPSC or transparent merit-based processes.
• Audit all lateral or special appointments.
• Demand that the DoPT and UPSC publish annual transparency reports.
3. Legislative and Institutional Reform Movement: Pressure Parliament and State Assemblies to amend service rules limiting executive discretion in appointments.
Advocate for:
• A Civil Services Appointments Commission (CSAC)
• Statutory protection for UPSC’s primacy in administrative recruitment
• Encourage Parliamentary Standing Committees to review irregularities
4. Internal Bureaucratic Reform: Promote IAS Association resolutions and bureaucratic unity to defend merit-based service integrity; Senior officers are urged upon to demand that all recruitment—lateral or otherwise—go through objective evaluation.
5. Alternative Administrative Arrangements
If reform fails and backdoor appointments persist: Establish Parallel Professional Services (e.g., Indian Policy Service, Indian Development Service) to absorb meritorious officers selected through fair competition; Strengthen State Civil Services and give them fair promotions to reduce the dominance of irregular entries.
6. Academic and Youth Mobilization: Encourage students, UPSC aspirants, and academic institutions to debate and document the issue.
Publish policy papers, host debates, and write op-eds to shape public opinion.
