The All Naga Students’ Association, Manipur (ANSAM) has reaffirmed ‘unwavering support and commitment’ for acceptable, inclusive and honourable Naga political solution based on August 3, 2015 Framework Agreement signed between India Government and NSCN-IM recognizing the Naga flag, the Naga constitution and integration as an inalienable rights of Nagas.
ANSAM reiterated the stand during in its first Legislative Assembly Session for tenure 2024-26 held on April 9, 2025 at Heibunglok Changnhe village, Chandel district.
“In view of the exigent need of consolidating our commitment,” the ANSAM assembly resolved to make it mandatory for every Naga to raise Naga national flag in all Naga houses, villages, streets and towns while observing any Naga national celebrations/occasions viz. Naga Independence Day, Naga Republic Day and Framework Agreement Day. The ANSAM Executive Council, ANSAM constituent units and sub-ordinate bodies were assigned to ensure strict implementation of the same.
The assembly deliberated policy programs of the association and other important contemporary issues confronting the association and the Naga people at large. While incorporating the views and opinions of the members, the assembly, unanimously adopted important resolutions in sync with the principle of the association and interest of Naga people.
The assembly “re-asserted its staunch opposition” to the decision of Government of India for abrogation of Free Regime Movement (FMR) and construction of imposed border fencing. It unequivocally demanded for immediate reinstatement of FMR to its original form and immediate stoppage of the construction of imposed border fencing in Naga homeland. It resolved that ANSAM Executive Council, in consultation with its constituent units, sub-ordinate bodies and other stakeholders, should explore a course of action plan to carry forward the movement against the discriminatory policy of the Government of India to divide the Naga people and its ancestral land.
It reaffirmed the demand for repeal of Armed Forces Special Powers' Act (AFSPA) from “Naga homeland”, and to apprise GoI to release the “Naga political prisoners” languishing in various jails, honouring the spirit of Indo Naga peace process and ceasefire agreement as a measure of confidence building between the two entities. “And, in consonance with the directives of Naga Students’ Federation (NSF), ANSAM assembly resolved to reaffirm its position of non-cooperation movement against the “Indian security forces”. ANSAM Executive Council was assigned to ensure that the movement is strictly adhered to by all.
While condemning the April 5, 2025 incident, and considering the severity of the situation, which needs immediate report of ground facts and realities, the ANSAM assembly endorsed the Executive Council to visit the Konsakhul village along with constituent units and sub-ordinate bodies at the earliest. It resolved that the association along with its constituent units and sub-ordinate bodies be vigilant and to firmly take appropriate steps to protect the “Naga ancestral land from any form of aggressors”.
On the commitment for protection of constitutional rights and privileges of the tribal in the state, it endorsed the ANSAM Executive Council to ensure that the Central Educational Institutions (Reservation in Admission) Amendment Act, 2012 is strictly followed in all central institutions in Manipur state.
“The reservation quantum of ST for direct recruitment in Group C and Group D posts in state and central institutions as laid down by Department of Personnel & Training (DoPT), Government of India is strictly adhered to,” it stated. The student body also reaffirmed its opposition to the 6th Amendment Act and 7th Amendment Bill of The Autonomous District Councils introduced by the Manipur state government in the Manipur Legislative Assembly.
Further, it resolved to oppose any attempt of the Manipur State government and the Central government to formulate/enact any policy programs and legislation against the spirit of Article 371 C and the interest of Naga people. The ANSAM Executives Council was endorsed to be watchful and take necessary steps as and when required.
