Kohima | July 24 : Minister for Power and Election, Doshehe Y. Sema has asserted that the appointments to the posts which the NSF is protesting were made for exigency service as there was shortage of manpower for revenue drive. In an exclusive interview with The Morung Express, Doshehe said “If the appointments are regular, then it is illegal but if it is temporary/contract it is not at all illegal.”
The minister said that the arrangement has to be done as a stop-gap measure as on one hand the Association is demanding filing up the posts through promotion basing on Service Rules while on the other hand the NSF is talking about requisition.
With regard to the NSF agitation, Doshehe said even before the Federation submitted a memorandum, he had given direction to his department officials to look into the Nagaland Engineering Service (Class I and Class II) Rules, 2006 by calculating the quotas and accordingly send the rest for NPSC requisition. The minister said that prior to his leaving the state recently, he had also directed his department officials to convene a meeting with the NSF and to put across the point the posts could not be requisitioned owing to the various associations’ demand for filling up the posts through promotion vis-a-vis Court order.
“I wanted to meet the NSF personally, however, since I had to go to Delhi, I gave the necessary direction to deal with the matter in an appropriate manner,” he said. Doshehe said it was due to communication gap, else the NSF as a highly intellectual body would have understood the issue. The minister said the points raised by the NSF, the Associations in the Power Department, the Court order and also the contents of the department Service Rules needed to be hammered out for a just solution.
It may be mentioned that the All Nagaland Electricity Field Workers Association in a representation to the Power Minister has appealed the Minister not to requisition the 14 posts of Junior Engineer (E) to the NPSC as their demand for filling up the JE post through promotion was based on the laid down quota under the Service Rule. The ANEFWA vowed to fight for its rights till the end.
The 30 petitioners of SO-II Power Department had also written to the NSF apprising them that the 14 JE (E) posts should not be requisitioned to NPSC as per the Service Rule and that the posts should be occupied by them through promotion. The same petitioners have also written to the Chief Secretary on the issue.
The Gauhati High Court Kohima Bench has directed the Power Department to dispose off the petitioners (30 petitioners) representation within two months.
