Ceasefire cannot be used as ‘disarming tool,’ says NSCN-K (Khango-Hokato)

Dimapur, June 10 (MExN): The NSCN-K (Khango-Hokato) on Wednesday stated that it may reconsider extending its ceasefire agreement with the Government of India (GOI) if the bilateral arrangement continues to be used as a “disarming tool,” while accusing New Delhi of deliberately stalling the implementation of landmark political accords signed over a decade ago.

In a statement issued by its MIP, the group said the GOI had shown “insincerity and apathy” toward the Naga political issue by tactically delaying the implementation of the Framework Agreement signed with NSCN (IM) on August 3, 2015, and the Agreed Position concluded with the Naga National Political Groups (NNPGs) on November 17, 2017.

“The Ceasefire Agreement and its internal arrangements shall not be allowed to be exploited as a disarming tool to shackle the members of the NSCNs or to curtail its functioning as a political organisation,” the Media Cell stated.

“If at all the essence of the Ceasefire Agreement does not serve its purpose or if the survival of the NSCNs is threatened, then it is imminent that the NSCNs are bound to introspect the pros and cons of extending the next Ceasefire Agreement with the Government of India,” it noted. 

The NSCN-K (Khango-Hokato) said it had submitted its “Charter of Convergence” to the GOI interlocutor on September 11, 2025, at Dimapur, following assurances from AK Mishra, then North East Political Advisor to the Ministry of Home Affairs (MHA), that the document would be incorporated into a proposed final Common Draft. The Common Draft was conceived to merge the Framework Agreement, Agreed Position and competencies to be submitted by non-signatories.

However, it said there has been “no initiative from the representative of the Government of India” since then to sit across the table and deliberate on the submission.

Reacting to the GOI’s stated ambition of ending insurgency across the North East by 2029, the group said the announcement was “received ambivalently,” insisting the genuine Naga political issue must not be clubbed with other insurgent movements in the North East region.

“The only avenue to end the insurgency in the North East is by prioritising the Naga Political issue and implementing the inclusive solution at the earliest,” the statement said, adding that “genuine Naga political issue should not be diluted with the issues of the other insurgent groups in the North-East.”

The group cautioned, “the GOI should conscientiously tackle the Naga Political issue, as the Nagas does not deserve another military conflict and armed confrontation resulting in the destabilizing of peace in the region.”

It also stated that any attempt to impose a solution without consulting all stakeholders would be “reciprocated with strong resentment,” and that any individual or group trivialising the Naga issue to “please its masters at Delhi” would be regarded as a traitor to the Naga cause.

It also raised the issue of what it called a “calculated strategy” by certain individuals and organisations positioning themselves as facilitators of the Naga peace process to “deliberately marginalise the paramount issue” or to advance personal interests.

Noting that it had already made significant political concessions, including relinquishing demands for sovereignty and physical integration, the group said this did not mean it would “desperately accept anything offered on a platter” by the GOI.

“The inherent political rights of the Nagas are non-negotiable,” the statement said. The NSCN-K (Khango-Hokato) also reaffirmed its commitment to defending “ancestral lands, inherent political rights and the dignity of the people,” guided by the principles of self-determination, unique history, and collective responsibility.
