JAF serves 15 day ultimatum against non implementation of higher pay level

DIMAPUR, OCTOBER 30 (MExN): The Joint Associations Forum (JAF) consisting of four associations namely Nagaland Directorate Ministerial Service Association, All Nagaland District Ministerial Service Association, Trained Nurses Association of India, Nagaland Branch & Prison Service Association Nagaland has issued a 15 day ultimatum against the non implementation of higher pay level as per ROP pay anomalies committee (PAC) recommendation. 


In a representation addressed to the Chief Secretary & Finance Commissioner of Nagaland, the JAF reminded that 45 days have elapsed since submission of a joint representation (dated 12-09-19) on this issue but the government have not acted upon it with seriousness and no outcome has been either conveyed or foreseen till date.  

  
In continuation to the argument put forth in our earlier representation, the JAF reiterated that in the past ROPs, there were instances where the government has given higher scale of pay above the normal corresponding scale under the said ROP to certain categories of posts duly considered as pay anomalies. 


It pointed out that the same benefit has not been extended for the last two consecutive ROPs because of which some rectifications has been desired and hence the submission of respective representations to the 2017 ROP Pay Anomalies Committee. 


The fact that there has not been a full ROP committee for the last two ROPs to address such issues has been highlighted in earlier representation also and this has widened the gap in the pay structure between the upper and lower strata of employees in the state, it stated. 


The JAF also asserted that their case cannot be rejected for the mere reason that the anomalies whatsoever have not emerged out of the present 2017 ROP fixation and the just observation given by the PAC in their report on its behalf must be given due consideration. 


Further, the contention that if such higher scale of pay is being granted to some categories of employees as recommended, then the other categories of posts in the state having equivalent grade pay/scale will ask for the same, is a mere suspicion and unjustified apprehensions, it added. 


The JAF has therefore stated that if the government does not address their issue within another period of 15 days from the date of submission of this ultimatum, then it would have no other option but to undertake various forms of agitations to show resentment and for the fall out effecting normal office functioning as a consequence.
