JSCOs were purely appointed on ‘contract basis’, DSWC clarifies

Kohima, March 12 (MExN): The Department of Soil & Water Conservation (DSWC) today clarified that the appointment of Junior Soil Conservation Officers (JSCOs) in the department were purely on ‘contract basis.’  

“Their appointment was purely on contract basis against NPSC requisition and the department had no intention to regularise their appointment whatsoever,” the DSWC said in a statement issued via the State DIPR. 

It further asserted that the Department has been regularly requisitioning various categories of vacancies to the NPSC (Nagaland Public Service Commission) since its inception.

The present contract appointment issue was done on  June 6, 2016 with due clearance from competent authority (Department of Personnel & Administrative Reforms, Government of Nagaland) “against  requisitioned post and not otherwise or  other way around,” it pointed out. 

However, with the declaration of NPSC’s Combined Technical Services Examination (CTSE) result on March 6, 2024, the department had processed to the Government for termination of their contract service which was accepted March 12, it claimed.  The termination order was accordingly issued by the Government.

“There was never any ulterior motive for such contract service appointment except on humanitarian ground for their life sustenance as qualified Naga citizen,” it added. 

The clarification came following media reports of two-day agitation by the Combined Technical Association of Nagaland (CTAN) which was called off on March 12 following the termination of the two JSCOs.
