Kohima, July 29 (MExN): The Kohima District Planning and Development Board (DPDB) on Wednesday expressed concern over the misuse of public roads for storage of construction materials, reviewed implementation of the Solid Waste Management Rules, 2026, and recommended the Local Area Development Programme (LADP) 2026-27 for six Assembly constituencies in the district.
The monthly meeting, chaired by Deputy Commissioner and DPDB Vice-Chairman B. Henok Buchem, was attended by Advisor for School Education and DPDB Chairman Dr Kekhrielhoulie Yhome.
Addressing the meeting, Dr Yhome called for scientific and sustainable handling of construction materials and urged entrepreneurs and business establishments to refrain from encroaching on roads and municipal areas for commercial activities.
Highlighting sanitation and drainage issues in Kohima town, he stressed the need for greater community participation in maintaining cleanliness. While sanitation fees are collected, shop owners and residents should also take responsibility for keeping drains and surrounding areas clean, he said, adding that ward councillors should play a more active role in preventing drain blockages.
Expressing concern over recent landslides in the district, the Advisor suggested surveys of vulnerable areas in coordination with the concerned departments. He also called for joint inspections of highways and roads that remain under maintenance contracts, involving executing agencies and affected village councils to ensure timely repairs and accountability.
Dr Yhome further asked departments to compile details of development schemes, projects and public welfare initiatives for consolidation into a public document to improve transparency and public awareness of government programmes.
During the meeting, Kohima Municipal Council Chief Executive Officer Alemyapang Longchar gave a presentation on the implementation of the Solid Waste Management Rules, 2026. He highlighted provisions relating to source segregation, door-to-door collection, recycling, scientific landfill management and the transition from open dumping.
The presentation emphasised mandatory four-way segregation of waste into wet, dry, sanitary and special care waste, including electronic waste, paint cans and expired medicines. Longchar also explained the concept of Refuse-Derived Fuel (RDF), the responsibilities of bulk waste generators, decentralised processing of biodegradable waste through composting and biomethanation, and the remediation of legacy waste.
Deputy Commissioner Buchem directed all departments to submit details of projects implemented under their respective departments. Referring to allegations circulating in sections of the media regarding the ongoing Census House Listing Operations, he instructed all government employees to cooperate fully with census officials and said no complaints had been received through the helpline numbers issued in connection with the allegations.
He also directed all stakeholder departments under the road sector to remain prepared for any eventuality during the monsoon season.
The Board recommended the proposal for shifting Bloomingdale Pre School to Kitsubozou Colony, approved the LADP 2026-27 for the six Assembly constituencies under Kohima district, and approved the institution of the Kohima DPDB Award to recognise outstanding government employees serving in the district. It also welcomed five new members to the board.
