Kuki org hopeful of full fledged District for Sadar Hills

Dimapur, September 15 (MExN): A Kuki organization, Kuki Movement for Human Rights (KMHR), today appealed to “road blocksters” and the state government of Manipur to take immediate actions to lift the economic blockades in the state over the demand for a Sadar Hills District. A brief statement issued by the KMHR was received here. In the statement the organization also appealed to Rishing Keishing to withdraw ‘the last part of his article’ published in the Sangai Express front page on September 5, 2011 against the Parliament Act 1971.
The organization explained that Manipur state recommended six districts with clear demarcation of boundaries and the Parliament of India had approved them in 1971. “And it becomes Parliament Act. The six hill districts have been equally functioning ever since then, except Sadar Hills District has been denied of providing a deputy commissioner and a superintendent of police. Had the deputy commissioner and superintendent of police been provided the un-called-for strikes and blockades could have been avoided, and the hardships of Sadar Hills District could have never happened,” the KMHR stated.
“It is clear that the hardship during the last more than three decades faced by the people of Sadar Hills District has been the creation some individuals against the very Act 1971. Because there is no Act which says that Sadar Hills District is not a full-fledged District. It is a full-fledged District in practice.”
The KMHR termed as ‘good news’ a report that delegates from Sadar Hills District are meeting in Delhi, the President of India and the Union Minister for Home. “That Her Excellency assured the delegates to speak to the responsible ministers. When meeting the honorable Union Minister (Home), he asked for documents on the Sadar Hills District. After seeing the Act of Parliament, he has called the honorable Chief Minister of Manipur. After their meetings both of them have assured the delegates that Sadar Hills District is an old case therefore it will be upgraded as a full-fledged district,” the KMHR stated.
The organization referred to Manipur’s longest serving politician, the first Member of Parliament from Outer Constituency and two-times chief minister, sitting Raj Sabha member Rishang Keising, saying that the Sadar Hills District is well qualified as a full-fledged district.
However, the KMHR stated, he contradicted himself by ‘speaking against the Parliament Act’ in 1971. “Therefore he is a respectfully requested to withdraw his personal desire to re-demarcating the boundary of Sadar Hill District by taking some areas from Sadar Hills District and add those areas to the adjoining hills districts. All areas of the six hill districts are in Manipur state. The state owns the whole areas. Any idea of redemarcating the boundaries of the existing districts at this point may lead to communal and ended up with disintegration of the state, therefore Parliament Act of 1971 be implemented,” the organizations said.
“It is therefore fervently appealed to all responsible persons and Governments to kindly take immediate actions to lift the economic blockades for the sake of all people in Manipur and to protect the rights of both the State Government and citizens,” the organization added.
