Speaker leads State delegates at Presiding Officers conference

Dimapur, September 30 (MExN):  The 76th Conference of Presiding Officers of Legislative Bodies in India was held at Assembly Chamber, Jaipur, Rajasthan from September 21 to 24. Kiyanilie Peseyie, Speaker; Ralanthung Yanthan, Deputy Speaker, AE Lotha, Secretary, Nagaland Legislative Assembly along with officials attended the conference.
AE Lotha, Secretary, Nagaland Legislative Assembly in a press note stated that NLA Speaker participated in the discussions on the subject “Determination of Maximum period for assent to Bills passed by the Legislatures.” Almost all the presiding officers were of the view and expressed desire that necessary provision be urgently incorporated in the constitution to provide maximum period for assent to the bills passed by the legislature.
During the discussion on “The role of the legislature in scrutinizing and making laws for good governance” it was suggested that the views of the people should be taken into consideration in a proper manner. Besides, the Parliament should sit for at least 110-120 days whereas, the state legislature 90 days and small legislature minimum 60 days in a year. If need arises, the constitution be amended to achieve this proposal.
While discussing on the topic “Era of coalition-its compulsions and challenges” the common view which emerged was that although coalition government is not in the interest of the nation, yet the nation cannot avoid the coalition government. However, the coalition government should be principle based rather than member based and coalition should be formed by the political parties before the election on the basis of their common programme.
On the last day of the conference, speaker, NLA Speaker Kiyanilie Peseyie also participated in the symposium – “Strengthening the constitutional scheme of checks and balances.”  All the delegates expressed that one of the primary objectives of holding the presiding officers conference is to facilitate and exchange ideas and information amongst themselves.
The discussions and deliberations on the various topics were very beneficial for all the speakers and deputy speakers in discharging their duties. Hence, all the decisions taken during the conference to be taken up by the Speaker, Lok Sabha for further necessary action.
