
DIMAPUR, JULY 10 (MExN): The Tangkhul Katamnao Saklong (TKS) has vowed to fight against racial discrimination in the matter of promotion and posting prevailing in various Government departments of Manipur. This was stated in a press note issued by Mahirah Raihing General Secretary, TKS.

In its drive against racial discrimination in the promotion and posting in Government departments, the TKS has resolved to take up the issue of H.S. Verypam, Chief Engineer (PHED), who has been arbitrarily attached as the OSD to Commissioner (PHE), as an introductory case. H.S. Verypam, the seniormost and the only eligible engineer to occupy the post of Chief Engineer (PHED), is an exceptional case of racial discrimination, the TKS stated.
This time, he has been subjected to political and racial victimization in the hands of the Congress led SPF Government. The issue may be seen as an individual case by many people, but it could happen to any deserving and eligible persons, irrespective of his/her community, in any Government departments at any point of time.
The TKS has taken strong exception of the Congress-led SPF Government for its blatant discrimination meted out to H.S. Verypam, Chief Engineer (PHED), a tribal employee serving under the Government of Manipur.
The Government of Manipur has totally and arbitrarily overlooked the Recruitment Rules (RR) in the case of H.S. Verypam, and instead, allowed an in-eligible Superintendent Engineer to take charge as Chief Engineer (PHED). This act on the part of the State Government is a blatant discrimination against the deserving person in particular, and the tribals in general, the TKS stated.
“What is the justification of the State Government in the case of H.S. Verypam? He was promoted to the post of Superintendent Engineer w.e.f. 24th, August, 2002 and subsequently to the post of Additional Chief Engineer w.e.f. 7th, December, 2007. Then, on the basis of the letter dated 28th, February, 2009, he assumed his duty as Chief Engineer, PHED”, it was stated.
However, without citing any substantive reasons, the service of the most eligible engineer was attached to the post of O.S.D. to Commissioner (PHE) without according proper status, as per the Government order dated 5th, October, 2009, the TKS informed. Even after he was regularly promoted to the post of Chief Engineer w.e.f. 27th, July, 2010, on completion of 3-year regular service as Additional Chief Engineer as per Recruitment Rules, H.S. Verypam is still retained as O.S.D. to Commissioner (PHE), it was informed adding that the State Government is answerable to this arbitrary and discriminatory act.
Chief Minister Okram Ibobi Singh had also issued an instruction to concerned Minister (PHED) on the 27th, November, 2009 directing “The service of H.S. Verypam i/c Chief Engineer, PHED which has been kept and attached as OSD to Commissioner/PHED in the Secretariat PHE Department may please be repatriated to his parent Department as i/c Chief Engineer with immediate effect in the larger interest of public.” Unfortunately, the State Government has so far failed to take any action. If the concerned Minister did not heed the directive of the Chief Minister, then one wonders — who has the final say in the Government affairs? Is the present Chief Minister a mere puppet in the hands of few unscrupulous Cabinet Ministers?
The TKS has perused the case of H.S. Verypam and found gross violation of Recruitment Rules on the part of the State Government. However, it is our appeal to the Congress led SPF ministry to correct this anomaly in the PHED without further delay. Despite all the odds, the TKS still repose faith in the present Chief Minister that his wisdom will prevail and immediately acted upon the instruction (U.O. No. 1/46/2009-CM) to get it done positively.
However, in the event of the Government’s failure to redress the issue in time, the TKS will be bound to resort to various forms of democratic campaign until the delivery of justice to the victimized person, it cautioned. It also appealed to the other organizations to join hands in this campaign against racial discrimination in the matter of promotion and posting in Government departments.
