Truck running freely sans registration papers

DIMAPUR, JULY 20 (MExN): Vehicles plying without the proper registration papers is not a new phenomenon. However, a startling discovery made today certainly would put a question mark over the seriousness of the police in checking and controlling this illegal trend.  
On Wednesday, one such vehicle - a truck (NL 05 D 5802) was found without the requisite registration documents at Signal Basti. The truck’s driver identified as one Amar Sonar could produce only a tiny slip of paper bearing the seal of the City Traffic Control Station, Dimapur as clearance. This discovery was made by a prominent Naga businessman of Dimapur, who wished to remain anonymous.
Displaying to mediapersons, the ‘clearance slip’ the businessman said that according to the driver the truck plies within Dimapur, usually between the railway station and Signal Basti. The driver said he has been plying the goods carrier for the past two years without a driving licence. And on top of that the truck has neither registration papers nor transport permits from the concerned government department.
The yellow slip of paper issued by the City Traffic Control was obtained by the vehicle’s owner and is valid only for the month of July, the driver told. The driver said he has no knowledge, how much the vehicle’s owner paid to obtain it. Ironically, the driver could not disclose the name of the owner and furthermore the truck is registered with one of the many transport unions in town. So long as the driver had in his possession the piece of paper, the truck could run without any trouble within the city limit.  
“How can they (Traffic Police) issue such permits?” Queried the businessman is amazement.
Going by the look of the vehicle, he said it fails all the norms as laid down under the motor vehicle rules. It has no brake light or parking lights and no reflectors – a necessity particularly for heavy vehicles, he said of the truck.
