UNC to submit memo to PM on Framework Agreement

Senapati, September 12 (NNN): United Naga Council (UNC) will submit a memorandum to Prime Minister Narendra Modi on September 13, seeking the early implementation of the Framework Agreement signed between Government of India and NSCN (IM) on August 3, 2015, in New Delhi.

UNC leaders told Newmai News Network that the memorandum will be submitted to the PM through the deputy commissioner of Senapati district during his visit to Manipur. According to the UNC, the memorandum contains three issues—on the Framework Agreement, on the Free Movement Regime (FMR) and on border fencing. Details of the memorandum have not yet been issued to the media. 

On the resumption of dialogue on FMR and border fencing issues, UNC has decided to propose to the government to restart talks in the fourth week of September 2025. It has also stated that the dialogue should be held in “Naga areas,” a point it pressed when its leaders met the Manipur Governor last month. 

UNC had “temporarily suspended” its indefinite “trade embargo” or economic blockade from 6 p.m. on September 11 following a written assurance from the government that “there will be prior consultations with the UNC and other stakeholders” before taking up works pertaining to the issue. 

The “trade embargo” was enforced by the UNC over concerns about FMR and border fencing work. The decision to suspend the blockade was taken during an “emergency presidential council meeting” held at the UNC office in Senapati on Thursday.
