Phek | July 25 : The Chakhesang Students’ Union (CSU) and Pochury Students’ Union (PSU) have expressed strong resentment over the issue of appointment of teachers with effect from January 2001 to March 2009. The two unions have disclosed the details of the illegal retention within the district today.
The CSU president Esther Rhakho and PSU president Vikuolie Janry stated that 62 teachers were appointed in the district during the stated period, where only two candidates were appointed from Chakesang and Pochury tribes.
It was also revealed that out of 23 appointees made against Chozuba DIS, two appointees were against non-existing school where three appointees were under not reliable category. Also, under DIS, Phek, 13 appointees were made where two were against non-existing school and one was against non-existing village.
Similarly, 11 appointees were made against DIS, Pfutsero where two appointees were against non-existing school. Finally, under DIS, Meluri fifteen appointees were made with two appointees against non-existing school and one under non-existing village.
Hence, the district summary of Phek district bogus teachers appointed w.e.f January 2001 to March 2009 stands 62 with eight non-existing school and two non-existing village.
Mentioned may be made that the entire bogus appointment made in the state during the stated period lies with genuine stands 3022, bogus stands 1520 and doubtful stands 514 and hence in total it is 5056 teachers.
The two students’ bodies further revealed that out of 1520 appointees under bogus category, 251 teachers were detected with fake certificate, 570 teachers with forged signature/appointment orders and the government in 2010 terminated 84 teachers. The other 699 teachers were under various reasons with illegal procedures.
It is worthy to be stated that, teachers being appointed under doubtful category was claimed to be lying vacant for 5 to 30 years. In the process of appointing under Direct Temporary Appointment (DTA), which is almost, similar to regular appointments with same pay scale as with regular appointees and subject to avail for GPF facilities and further not subjected to face any interview boards for further regularization.
On the matter, relating to the backdoor appointment and regularization of adhoc services on compassionate ground appointment is given to the unknown person against the particular post where as per the provision it clearly stated that compassionate appointments are liable to be made only to the first degree of relationship of the deceased.
Moreover, many advance tribe applicants were being appointed under the Operation Blackboard appointees’ scheme, which is a special package for only for Tuensang and Mon districts.
The two students’ leaders while informing The Morung Express, further stated that doubtful cases are the only cases which the SIT could not take a concrete decision or could not conclusively proof out was referred to the education department with 514 doubtful cases on August 19, 2010.
The sources further revealed that, the SIT (VIG) reported of not receiving the status report of 1084 absent teachers from the education department.
Meanwhile, the two students’ organization while terming the entire appointment of 5056 teachers as illegal and subject to face trial in the court of law under criminal case condemned the competent authority for creating confusions in the minds of the public thereby killing the time, energy, resources and termed the issue as wastage issue.
While stating that the teachers, which were posted against several schools in the district, the CSU and PSU, warned the head of institutions and VEC, school-managing board not to entertained the candidates whoever comes to join the school. On failing to comply with the directives the defaulters authority shall be severely dealt with as deem fit.
Seeking the public support in the ongoing menace, the CSU and PSU on behalf of the entire denizens of the district comprises of two communities viz; Chakhesang and Pochury assured to pursue the matter with the competent authority so as to wipe away the evil instinct and restored back the truth and justice for the welfare of the public.
