‘Which subjects?’: CTAN, NNQF question on Asst Prof requisition

Following the notification for requisition of 34 Assistant Professors for advertisement by the Higher & Technical Education Department, the Combined Technical Association of Nagaland (CTAN) and Nagaland NET Qualified Forum (NNQF) said there has been no distribution of subjects.

The Higher & Technical Education Department on July 2, 2025 has written to the Nagaland Public Service Commission (NPSC) for requisition of 34 posts of Assistant Professors (Humanities & Commerce and Science) for direct recruitment.

On 34 posts requisition

Addressing media personnel at the Kohima Press Club office, members of the CTAN & NNQF pointed out that although 34 posts have been requisitioned, there were no details regarding the distribution of the subjects adding ‘we don’t know which subjects are going to be requisitioned.’

Despite its attempt to meet the concerned officials, Vide Yhokha said, they couldn’t meet and therefore, questioned ‘which subjects are going to be requisitioned, distribution of the subjects, as well as the nature of the post as to whether these are newly created posts or some kind of other vacancies.

On July 11, 2025, the Additional Chief Secretary has written to the CTAN and NNQF informing the requisition of 34 posts and that ‘147 Assistant Professors stands null and void’ following the revocation of the absorption order by the State Cabinet on April 21, 2025.

It further mentioned that as such after obtaining due clearance and concurrence from the Finance Department and the P&AR Department, the proposal has been submitted to the Manpower Rationalisation Committee (MRC) for their consideration/recommendation for creation of 129 posts of Assistant Professor.

In this regard, CTAN & NNQF members also questioned the government as to what happened to the 147 Assistant Professor posts if it stands null and void.

Seeks clarity on 129 posts

Briefly highlighting discrepancies and confusion surrounding creation of 129 posts, they revealed that an RTI reply obtained by them prior to the government’s July 2, 2025, notification confirms that 129 posts had already received clearance back in 2023.

According to the RTI response, the distribution of the 129 Assistant Professor posts are 31 posts for Arts and Commerce Stream, 69 posts for Science Stream, 11 posts for newly established Government College, Mangkolemba (Arts) and 18 posts for the newly established Government College, Wakching (Science).

Demanding transparency in this regard, CTAN & NNQF members asked the government to clarify on the structure and composition of these posts, if the librarian posts are included and also public display of all the 129 posts.

“We have fought enough and we have struggled enough, so it’s high time for the government to look up to these grievances and take the necessary action at the earliest” asserted the members while requesting the MRC to expedite this process for 129 post creation

“We want to be very clear that even if the department and the government are not willing to sit and talk with us, don't think that we have left. We want to make a very clear message to the government” stated Meshenlo Kath.

On the forest guard exam

Also expressing concerns over the transparency and fairness on the recently departmental Forest Guard recruitment as to why it was not brought under the purview of the Nagaland Staff Selection Board (NSSB).

He questioned as to why posts under the departments like Forest, Excise and Police do not fall under the purview of NSSB, and wonders how vacancies for the posts of drivers, LDA, Computer Assistants, stenographers etc are being filled.

He also appealed the candidates of the Forest Guards recruitment to file for RTI if they are doubtful about their marks, as stated by a department official in a press interview.

“If there is a backdoor recommendation, don't give chance to those people. If you are doubtful, write an RTI. If there is a problem, public is always there to support your cause” he stated. 

While currently they are not agitating, members of CTAN & NNQF said they have strategies in place should any need arise.
