Dimapur, August 4 (MExN): A joint meeting of the Special Cell and the District Level Implementation and Monitoring Committee on the Solid Waste Management (SWM) Rules, 2026, was held at the Deputy Commissioner's office in Dimapur on Tuesday to review implementation of the Rules in the district.
The meeting was chaired by Deputy Commissioner Dr Tinojongshi Chang, while Additional Deputy Commissioner Dr Diana Patton briefed members on the objectives, key performance indicators (KPIs) and implementation roadmap under the SWM Rules, 2026.
Addressing the meeting, Dr Chang stressed the need for coordinated efforts among all stakeholder departments to ensure effective implementation of the Rules. He called for strengthening monitoring mechanisms, improving inter-departmental coordination and addressing challenges related to waste segregation, collection, transportation, processing and scientific disposal.
The committee reviewed the responsibilities of the reconstituted Special Cell and discussed measures to enhance public awareness, improve compliance with the Rules and promote cleaner and healthier urban and rural areas across the district.
Members also reviewed the district action plan and key performance indicators, including the establishment of a Special Cell for solid waste management under the Deputy Commissioner, identification and enumeration of Bulk Waste Generators (BWGs), mapping, assessment and bioremediation of legacy waste dumpsites, notification of SWM bye-laws by Urban Local Bodies, implementation of four-way source segregation at ward and Gram Panchayat levels, strengthening waste processing systems, assessment of sanitation manpower requirements, and identification of tourist and pilgrimage sites for introducing special waste management mechanisms.
Officials emphasised the need for timely implementation of these measures to achieve the prescribed targets within the stipulated timeframe.
The committee was also briefed on the Swachhatam Portal, the Ministry of Housing and Urban Affairs' digital platform for monitoring implementation of the Swachh Bharat Mission (Urban). The portal enables Urban Local Bodies and states to submit monthly progress reports on sanitation and waste management, facilitates GIS-based city profiling and mapping of sanitation assets, and supports standardised performance assessment under initiatives such as the Swachh Survekshan.
Officials from the concerned departments attended the meeting and shared updates and suggestions for effective implementation of the Solid Waste Management Rules, 2026.
