
There is one and only one Nagaland but there are several Governments over the same Territory. Unfortunately all the Factions want the Territory to itself. This is because each wants the lucrative Authority of Taxation to itself only, otherwise when all of them are laying down their lives, as they loudly claim for the Sovereignty of Nagaland, there is no reason they should be at each other’s throats. The possibilities of Reconciliation in the Nagas lie finally in how the Factions adjust or accommodate their Territory among themselves.
The irony of the situation is that none of the Factions object the State Government from collecting Taxes from every person in the State and it appears, beyond issuing desultory statements in the News Papers once in a blue moon against illegal tax collections, the State also does not object to any Faction collecting Taxes by hook or by crook from the hapless Citizens
The reason for this Article is because many people seem to know Angels can become Satan but the Devil can never become an Angel even if the Gospel is taught in a correct manner. If the Writer understands the Nagas correctly, many seem to consider ‘Shillong Accord and its connected matters proceeded out of the NNC and are, unless removed, a stumbling block in the pursuit of factional Reconciliation.

every Dick and Tom would start demanding Muivah or Manmohan Singh or any Chief Minister to do the same. This is a prerogative of the Party, not of others from outside the Fold.
There is an interesting story: Once an outlandish fellow migrated to a different Village; known for his queer behavior but very clever in things of the world, he tried to own someone’s ancestral Terrace Cultivation (Tekhou) by standing on one of the Terraces and swearing: “Hau Akhou” (this is my Terrace Cultivation, or my Plate). Of course he had already secretly placed his Plate (puoKhou) under the mud of the Terrace where he stood.
Angamis are very clever, you see; and someone, knowing our Character appears mad but very clever and because of the absurdity if not the stupidity of the claim, smelled something fishy and thrust his hand into the mud below the foot, only to feel something hard and on pulling it out found a wooden Plate (puoKhou)!? Insisting on the NNC to divest the Shillong Accord expecting Reconciliation to drop down automatically from heavenly places, would be like Mrs. Aü exorcising Evil Spirit from innocent half mad otherwise nice and obedient Pusahie: After some Christian beatings with a small Stick, to which Pusahie uttered ‘Ah..yah’ in some pain: and shooing the mad spirit to come out of him in the name of Jesus, Pusahie was asked whether he believed in Jesus or not and Pusahie sincerely replied: “I believe in Kerosene Oil” !*?
The result of the exercise would never follow the expectation for three reasons:
i. the NNC would say it never signed Shillong Accord
ii. The Factions can not Guarantee Reconciliations would follow,
iii. Angels can become Satan but the Devil can never become an Angel.
Can you imagine good and very nice Christians, living together as good fellow Christians, as dear friends, good neighbors under the same roof, as dearly beloved leaders, would call their each others ‘blasphemers’ for the alleged absurdity of ‘surrendering the dead body of President Zapuphizo to India’
after his death? for allegedly surrendering Phizo’s Passport to Indian Authorities?
Wonderful! Or for doing the allegedly ‘Kenyü’ thing of ‘bringing his dead body to Nagaland?’

Nagas and India must come to a MUTUAL CONCORD sooner than later.

1. On India taking cognizance of Naga claim of Sovereignty, Nagaland agrees to a UNION with INDIA for 100years or Negotiated Period, at the end of which Period India and Nagaland shall discuss the Issue for a mutually satisfactory settlement.
2. During the Period of the UNION, India ensures the followings:
i. Article 371-A is made non-amendable and non-terminable.
3. India continues to put its Diplomatic, Economic and Political influence on Burma to give to the Nagas in that State:
i. Freedom of Religion.
ii. Freedom of Traditional Customary Practices.
iii. Freedom of Movement for Nagas to and from Nagaland.
4. India makes Annual Financial Grants to Nagas commensurate with its growth rate.
5. Nagaland is ensured special facilities for Foreign Education.
6. For the first 50 years, People from outside Naga Community, not more than 20% of the Indigenous population of Nagaland, vote in the Nagaland.
7. Non-Naga who has continuously lived in Nagaland and their descendants in Nagaland is treated as Indigenous of Nagaland.
8. Non-Nagas in Nagaland Government Service and lived in Nagaland continuously till Super-anuation have the Right to vote in Nagaland.
9. Non-Naga married to Naga and their descendents settled in Nagaland is considered Indigenous of Nagaland.
10. There is a separate Ministry in Nagaland for the Welfare of Minorities in Nagaland.
11. Nagaland has separate Representation of the President of India designated as: GOVERNOR-in-CHIEF.
12. There is a separate HIGH COURT.
13. The Indian Army is stationed solely, specifically and purely for defense against External Aggression, and not for any domestic purposes in Nagaland without the consent of the Nagaland Government.
14. Indian Nuclear Arsenals is not stationed in Nagaland without the approval of the Legislative Assembly of Nagaland.
