Grave Injustice

As per the government orders published in the local dailies on 19th and 20th July, the Nagaland government has reappointed and regularized the services of over 1500 bogus teachers who had been under suspension for over a year due to the doubtful nature of their appointments. This has come as a great shock and unbelievable surprise for the genuine ad-hoc teachers who are still waiting for their service regularization orders from the government. Let me remind one and all here that some of these genuine ad-hoc teachers have been waiting for their service regularization for over 12 years. Also these ad-hoc teachers were categorized as genuine teachers last year by the school education department after thorough probe and investigation by the SIT team.
Therefore, the question that naturally arises is how could the Nagaland government re-appoint the bogus teachers and regularize their services when even the services of the genuine ad-hoc teachers are yet to the regularized. Let me remind the government that these ad-hoc teachers were classified as genuine and they were not put in any of the tainted categories like bogus, doubtful or absentee group during the investigation undertaken by the Vigilance commission last year.
If the Nagaland government was to re-appoint the bogus teachers on regular basis even after the SIT had proved beyond doubt that they had entered into services by unfair means, what was the need of setting-up the investigation team to investigate into the anomalies in the first place. And what was the need in wasting time, energy and money in verifying the documents of the teachers when even the culprits are ultimately to be re-appointed and their services regularized with effect from their date of re-appointment. It is just like letting off a prisoner from his prison cell even after the court had found him guilty. The re-appointment and subsequent service regularization of the bogus teachers has made a total mockery of the whole investigating agency and process. From the start till the end, this whole affair of the bogus teachers has turned out to be a disgrace and a total embarrassment not only for the school education department but also for the Nagaland government itself. This has proved to one and all that all is not well in our offices and departments.
For me, as I went through the papers on the mornings of 19th July and 20th July, it was a total shock to me to see the reappointment and service regularization of the bogus teachers when even the genuine ad-hoc teachers are still waiting for their service regularization orders. In fact, it was nothing short of witnessing the sun rising from the west instead of from the east. How could the Nagaland government commit such a blunder and grave miscalculation when it is well aware of the fact that thousands of genuine ad-hoc teachers are still waiting for their service regularization.
But now, since the government has already reappointed and regularized the services of the bogus teachers, it should not delay any further the service regularization of the genuine ad-hoc teachers. Here, it may be mentioned that after thorough investigation by the Vigilance Commission’s SIT last year, the government declared and published the names of all the genuine ad-hoc teachers in all the local papers. Therefore, since even the bogus teachers have been reappointed on regular basis, there is no more point or reason to delay the service regularization of the genuine ad-hoc teachers when even the guilty ones are being reinstated.
I believe that the lists of the genuine ad-hoc teachers which were published in all the local dailies last year are still with most of the genuine teachers and it should also be with the government. I also have my own copy. Therefore, basing on these lists which were published last year, everybody can still make out who are the genuine teachers. And so, the government should immediately regularize the services of all the ad-hoc teachers who had been categorized as genuine by the SIT last year after thorough probe and investigation.
One more thing is that the reappointment and service regularization of the bogus teachers is dated as 1st April 2011. Therefore the service regularization date of the genuine ad-hoc teachers should be much ahead of this date (at least 2-3 years ahead of 1st April 2011) since the genuine ad-hoc teachers have been continuously serving the government and the schools without any break or interruption for at least the last 6- 12 years. And basing upon this, all our due arrears should also be released to us without any further delay.
