Nagaland Power & Parliamentary Affairs Minister KG Kenye today said that civil servants and elected representatives of the State must work together as a team.
“We must complement and supplement each other, because our subject is the same. Our interest is the people, the land and the State,” he said, addressing the 47th General Conference of the Nagaland Civil Service Association (NCSA) at Imagine Nagaland Hall, ATI Kohima.
“You (NCS officers) are shouldering the society’s and the Government’s responsibility in the field,” he said, adding that they interact with people at the grassroots level.
Urging them not to confine themselves to files and the execution of Government directives, rules and regulations alone, he said, “We want you to be more outgoing, to mingle more with the grassroots people.”
He also urged NCSA officers to become more vocal and proactive, instead of confining themselves within the four walls of their offices.
In this regard, Kenye called upon NCS officers to motivate the grassroots people, influence their mindset, shape their outlook and guide them towards a more positive perspective.
The Minister said that when this is done, people will approach politicians with the right mindset and more reasonable demands. Accordingly, the Government would carry their policies or demands to the Assembly House to enact them as law, he said.
“You have to play more than a politician. You have to bring out new policy frameworks to evolve new guidelines,” Kenye told the NCS officers, while also asking them to interact with elected representatives.
“We don't expect somebody from outside to come and resolve our problems — the issues that are confronting us, good or bad, light or heavy. We have to decide something for ourselves. It is time that we speak up,” he added.
Stating that the NCS has grown in leaps and bounds, the Minister also called upon the officers to continue carrying the responsibility of governance in the State at all times and under all circumstances.
He said that the NCS team has been serving the State “so faithfully, so dedicatedly, with boldness and courage under all weather.”
We appreciate everything that you are doing,” Kenye said, describing them as the most valued and “golden machinery.”
The Minister was accompanied by legislators Z Nyusietho Nyuthe, Skiusumew Yimchunger, S Keoshu Yimkhiung, Nuklutoshi, Dr Sukhato A Sema, Kevipodi Sophie, Y Lima Onen Chang, Imtichoba, C Manpon Konyak, B Bangtick Phom and A Pongshi Phom.
Earlier, Dr Sema and Commissioner & Secretary to Chief Minister, Works & Housing and Finance Commissioner Kesonyu Yhome delivered short speeches while the presidential address was delivered by NCSA President S Tainiu.
The inaugural programme was chaired by NCSA Treasurer Warren Holohon Yepthomi, while the vote of thanks was proposed by NCSA Vice President Kethosituo Sekhose. Later, NCSA General Secretary Vekusheyi Rhakho and the NCSA Treasurer presented reports at the business session, followed by a discussion hour.
