Civil Administration Works Division (CAWD) Advisor Kudecho Khamo on Thursday stressed the need for quality construction and timely completion of government infrastructure projects during an inspection of ongoing works in Tuensang, Noklak and Shamator districts.

The inspection focused on the progress of administrative buildings, residential quarters and other infrastructure required to improve the functioning of district administrations and facilitate public service delivery in eastern Nagaland.

The team, comprising CAWD Assistant Chief Engineer Ketousielie Kenguruse, Assistant Engineer P Chillia and other officials, inspected ongoing projects and reviewed infrastructure requirements at the three district headquarters.

During the visit, Khamo expressed concern over the slow pace of construction at the Deputy Commissioner's Office Complex in Noklak and urged contractors to extend their full cooperation to ensure completion within the stipulated timelines.

He said he had personally observed the poor and dilapidated condition of several government offices, officers' and staff quarters, and General Administration (GA) rest houses across the state. While acknowledging that several infrastructure projects were underway, he said many requirements remained unaddressed.

Khamo assured that he would take up the matter with the government to seek appropriate interventions to improve existing infrastructure and address the needs of administrative headquarters.

According to Khamo, the government was according priority to CAWD and the Administration Department to develop infrastructure that would enable administrative officers to work with comfort and dignity, improve their morale and facilitate visits to even the remotest areas to implement welfare schemes and serve the public.

At Tuensang, the team inspected the Village Guard (VG) Commandant's office, which comprises a basement, ground floor and first floor.

The team also visited the Deputy Commissioner's Office Complex, a G+2-storey building funded under the State Earmarked Special Assistance to States for Capital Investment (SASCI). The complex will have parking facilities and provisions for persons with disabilities, including ramps and accessible toilets. It will also feature a conference hall with a seating capacity of 250 to 300 people.

Khamo urged the contractor to complete the DC Office Complex by early next year.

Tuensang Deputy Commissioner Lithrongla Tongpi Rutsa also called for expediting construction in view of the forthcoming inauguration of the Frontier Nagaland Territorial Authority (FNTA) and the anticipated administrative and governance requirements.

In Noklak, the team inspected the ongoing construction of the District Court building, DC Office Complex and GA Rest House. The inspection was attended by Deputy Commissioner P Mono Khiamniungan, Superintendent of Police Thepuzho Tunyi and other administrative officers.

The DC Office Complex and District Court building in Noklak are being funded under SASCI and Centrally Sponsored Schemes (CSS).

At Shamator, Deputy Commissioner Arikumba highlighted the need for adequate administrative infrastructure to support the district administration and accommodate dignitaries visiting the district headquarters.

The team also visited the Village Guard Training Centre in Shamator.

During the inspections, Kenguruse emphasised the importance of maintaining construction quality and developing functional infrastructure to support public service delivery. He urged contractors to expedite ongoing works, citing shortages of office buildings, GA rest houses and residential quarters for officers posted in the districts.

Khamo also acknowledged the services of former CAWD Assistant Chief Engineer Sungtiba Amer, who recently retired, and appreciated his sincerity and commitment to the government.
