Does the NCSU have a legal right to stop project works?

The people of Zunheboto district have been waiting for the arrival of two lane road connectivity for many years. Kohima to Zunheboto road via Chozuba is the lifeline of the Sumis which has been lying in pathetic condition for years. And as such when the Govt. of India approved and sanctioned money for construction of two lane road from O point Chakabama to Zunheboto via Chozuba, We were elated and through that our dreams of a good road had come true. However, to our utter surprise, it is learnt that the Nagaland Contractors and Suppliers Union on the 4th August 2011 had stopped the work being executed by Gaytri Constructions, a company based in Hydrabad. It is beyond my knowledge to understand as to why this work is being stopped. The Gaytri Constructions had won the bid in an open tender to execute the work and the work had been delayed due to technical problems. And finally when the work is about to be taken up our local contractors have come in their way. Let me say that besides Dimapur, Kohima, Wokha and Mokokchung Districts, the remaining districts have single lane road which is poorly maintained. And when the Govt. of India is gracious enough to come up with such projects, anybody should gratefully accept it. We should co-operate and allow the company to help us instead of disturbing the development work. If the work is delayed or fails the people of Zunheboto, Phek, Mon & Longleng who stands to benefit from this project will have to squarely put the blame on the Nagaland Contractors and Suppliers Union and they should own up the responsibility. I do not know what the Nagaland Contractors and Suppliers Union are up to and wish to ask them these question.
1)    Do you intend to do the work by yourself? If so, Did you bid the tender while the tender was floated by NHAI?
2)    Did you bid the tender and was denied?
3)    Do you have the credentials to bid the work?
When the Govt. of India or the National Highway Authority of India has completed all the formalities and issued work order to a particular party nobody has the authority to stop the work abruptly without valid reasons. If an individual or a party has special interest in doing the said work, one could approach the company to sublet a portion of work to you. The larger interest of the public who wait to benefit from this project cannot be compromised for the selfish interest of few individuals who wish to serve their own interest.
