
The office of the District Statistical Officer, Dimapur, is constraint to react to the baseless allegations leveled against an official of the District Registrar of Births and Death under the DSO Dimapur establishment by one Zakir Hussain, Naharbari village, Dimapur, with regards to “Denial of birth certificate on religious ground” that was published in the local dailies.
To keep the record straight, the District Registrar of Births and Deaths does not discriminate against anyone, be it on communal or religious grounds, as alleged. Every child born in the district is issued birth certificate irrespective of religion. The hundreds of Muslim students studying in different schools and colleges in the district attest to this fact.
According to Zakir Hussain (in his open letter) he was “outrightly rejected a birth certificate” for his daughter on religious grounds on 5th & 6th of January 2011 on religious grounds. This is far from the truth with an apparent intention to foment religious discord in the district.
On January 5, a staff of the District Registrar of Births and Death had suggested that Zakir Hussain go to the Dimapur Deputy Commissioner’s office and give prove for his permanent residency after finding out that he had given his permanent residency address in the birth certificate of his daughter as Naharbari village in Dimapur. He was also told that he could make the birth certificate in the DC’s office itself, if he wants, since officials from the District Registrar of Births and Death are permanently stationed in the DC’s office for the same purpose. This suggestion was given for his convenience only.
Unfortunately Zakir Hussain did not took the helpful suggestions from the staff, as can be seen from his open letter, but in an apparent show off his connection with top officials only made a call to the DC Dimapur “on his mobile.”
On January 6, Zakir Hussain again came to the office demanding that he be issued the birth certificate for his daughter saying he had already talked with the DC, or threateningly told the staff that he is going to call the DC Dimapur again and let the staff talk with the DC. On the second day, he also brought along a Naga youth perhaps with an intention to intimidate the staff in issuing him the birth certificate, but the staff did not cow down to the highhanded tactics.
Here it needs to be clarified that all non-Naga claiming permanent residency in any districts of Nagaland should have authentic proof of their claims from the DC’s office, and which can also be verified from the DC’s office records. Another reasons is that a case is still pending with the district police regarding a birth certificate with permanent residency as Dimapur, Nagaland (with residency proof certificate from concerned GB) issued to a Muslim individual by the District Registrar of Births and Deaths, but later turned out to be an illegal Bangledeshi migrant when the Muslim individual claimed Indian citizenship on the weight of his permanent residency proof in Dimapur, Nagaland, as entered in his birth certificate. A directive has since been issued by the Home Ministry to be doubly alert while entertaining permanent residency claim by non-Nagas in documents like birth certificates in order to curb its misuse by unscrupulous individuals. In his open letter, Zakir Hussain also claimed he brought documents to prove his permanent residency but this is again far from the truth. Besides being confrontational only, he never indicated that he had brought any documents to back his claims.
In the interest of his daughter, the office of the DSO Dimapur once again pray that Zakir Hussain go to the DC’s Office Dimapur to prove his permanent residency in Dimapur, and make the birth certificate there or bring authenticated proof from the DC’s office to the DSO office at Supermarket Dimapur, and the office will be only too willing to issue his daughter the birth certificate.

With due respect and honour I would like to inform that my daughter, Zaara Zubi Hussain, born on 20th December 2010 at Nagaland Nursing Home, Dimapur, Nagaland, in India, has received the Birth certificate from the District Registrar of Births and Deaths, under the District Statistical Officer, Naga Shopping Arcade (Super Market), Dimapur.
I would like to mention that it was nothing but a simple misunderstanding between the official and me. However, the matter has been solved in a true democratic manner. I do not have any complaint against the District Registrar of Births and Deaths, under the District Statistical Officer, Naga Shopping Arcade (Super Market), Dimapur, Nagaland, India.
