Accelerated Irrigation Benefits Programme connects Mezoma

Mezoma | May 8 : The ongoing construction of Chüzano minor irrigation project at Mezoma village is all set to benefit around 70 families. The project was taken up under Accelerated Irrigation Benefits Programme (AIBP), a centrally sponsored scheme.  Thepfusalie Gozie, executive engineer, Kohima district of Irrigation & Flood Control department inspected the project on Saturday last and expressed satisfaction over the present status of the work.
Gozie was also impressed by the active involvement of the community towards the project, adding that their participation has met the goal of “Participatory Irrigation Management” initiated by irrigation and flood control department in the state. He asserted that the department focuses the involvement of community/farming association in such scheme, realizing the importance of collaborative effort between the public and the government.
In this respect, the Executive Engineer called upon the people to continuously participate in such approach, and also get maximum benefits from various schemes being extended by the government.
On the other hand, he called upon the people to see that quality work is done so that the sole target of the project to uplift the farmers is translated into a reality.
A youth leader Khrielievi Chüsi, who actively pursued Chüzano minor irrigation project to Mezoma village stated that the project would directly benefit around 70 families in the village. Through this project, Chüsi said, the farmers would now access a proper channel of water resource to their paddy fields. The project has fulfilled the long felt desired of the farming community. He also looks forward continuous assistance from the department for successful completion of the project, which is likely to be completed next year through phase wise.
Meanwhile, the beneficiaries expressed gratitude to the department of irrigation & flood control for extending the project to the village, which they said had sent a sight of relief in their affair of paddy cultivation for livelihood. Mentionably, Accelerated Irrigation Benefit Programme (AIBP) was launched during 1996- 1997 to give loan assistance to the states to help them complete some of the incomplete major/medium irrigation projects which were at an advanced stage of completion and to create additional irrigation potential in the country.
The Surface Minor Irrigation Schemes of North-Eastern States, Hilly States of Sikkim, Uttranchal, Jammu and Kashmir, Himachal Pradesh and Koraput, Bolangir and Kalahandi Districts of Orissa have also been provided Central Loan Assistance (CLA) under this programme since 1999-2000.
Grant component has been introduced in the programme from April 2004 like other Central Sector Schemes. As per the existing AIBP criteria effective from December 2006, grant amounting to 25% of the project cost for major and medium irrigation projects in non-special category States and 90% grant of the project cost for major/medium/minor irrigation projects in special category States ( including Koraput, Bolangir and Kalahandi Districts of Orissa) are provided to the selected projects.
The minor irrigation schemes in non-special category States falling in drought prone/tribal areas are treated at par with special category States and are provided 90% grant of the project cost. Major and medium projects providing irrigation benefits to drought prone/tribal area and flood prone area are also eligible for 90% grant of the project cost.
