Dimapur, May 28 (MExN): The Office of the Deputy Commissioner, Dimapur, has issued a notification revising the fee structure and guidelines for the issuance of the Inner Line Permit (ILP) within Dimapur District.
The revised provisions is being been implemented with immediate effect based on the Home Department's Political Branch Notification September 20, 2024, stated a notification issued by the DC on May 27.
The new fee structure categorises ILP applicants into various groups, including domestic and foreign tourists, traders, labourers, students, teachers, priests, consultants, and business partners.
The fees and validity vary from category to category, with fresh ILP charges ranging from Rs 200 for domestic tourists to Rs 5000 for business partners.
Renewal fees are applicable for select categories, with the highest renewal charge being Rs 3000 for business partners for a three-year term.
Key documents required include Aadhaar, educational certificates, business registration proofs, and in some cases, a local guarantor. Notably, students and foreign tourists are exempted from needing a guarantor.
Further, ILP applications from residents of Assam’s Karimganj, Hailakandi, Dima Hasao, and Karbi Anglong districts must be accompanied by NRC (National Register of Citizens) documents.
The ILP application process has transitioned fully online, effective from December 31, 2024 and offline applications are no longer accepted, the DC informed.

Exemptions
The notification also categorised ILP exemption based on settlers’ dates of residence in Dimapur.
Individuals or families settled before December 1, 1963, are exempted and can obtain a Smart Card.
However, entry in electoral roll of 5th December 1963 or Land/property Patta/Permit of 15 December 1963 or House Tax of 1st December. 1963 or any other Govt. documents/records citing that they have been settled in Dimapur prior to 1st December 1963 are needed as proof.
Besides, settlers from December 2, 1963, and November 21, 1979, are also exempted upon issuance of a Permanent Residential Certificate (PRC).
Entry in the General Electoral Roll or Town Committee/Council Electoral Roll or Land/property Patta/Permit or House Tax or any other Govt. documents/records citing that they have been settled in Dimapur between 02nd Dec 1963 to 21st Nov. 1979 are needed.
Those settling on or after November 22, 1979, are required to obtain an ILP as per government guidelines. They have to provide all required documents for ILP as Notified by the Government from time to time.
For further clarification on ILP issuance, the Deputy Commissioner will forward queries to the Commissioner Nagaland, it added.
