
Dimapur, June 18 (MExN): The Joint Forum of Six Colonies has responded to the press statement given by NAPO and CAKYO concerning the photography of electors for EPIC in polling station NO. 11 & 12 under 2-Dimapur II A/C, published on June 18. Stating that "any tribe or section of tribe claiming to be the traditional land owners of the areas covered by the 6 colonies and attempting to impose any of their interest shall be resisted at any cost".
The forum in a rejoinder stated that the polling station No. 11 & 12 are both located in the office building of Senior Town Planner, Dimapur near DC Office which falls under DMC Ward No. 12. “The residents of the area covered by these two polling stations are also enjoying the status of urban-hood for the last more than half a century like any other urban people in Dimapur Town which celebrated its 50th Anniversary in the year 2004.”
On the claim made by the two organizations, the forum stated that neither the so claimed traditional land ownership of Chakro Angamis nor any such particular tribe on this area of Dimapur town nor the existence of the so claimed Industrial Village Razhuphe in any part of these areas of land had been heard till the recent past. “It is Mr.T.L.Angami in connivance with some electoral officers could managed to change the nomenclature of these two polling stations from its traditional name “Lengrijan” to “Industrial Village Razhuphe” in the Electoral Rolls published on 10-11-2008 leading to non-violent silent demonstration against the wrong doers for changing to the so claimed village name.”
Also interestingly in the note, the forum revealed that though T.L.Angami may be an awardee of various medals and certificates, and worked as an ASI in Nagaland Police posted at Mokokchung PS, however, he was suspended from service.
Shedding more light on Angami’s past, it further stated that during the suspension period, he "escaped to Kohima District with the service revolver which was issued to him". In order to avoid arrest by the police, he escaped to Koilapahar/Kiolajan in the erstwhile Mikir Hills (Assam). Later on, he returned to Dimapur and lived for sometime in Khermahal in Dimapur Town and from where he later shifted to Dobhinala. From there he again shifted to Industrial Estate and l”ived several years in a small hut” located by the road side of NH-36. Later he finally shifted to his present residential house located in Hill View colony near DC office, Dimapur.
Also replying back to TL Angami’s claim in the local English dallies published on May 9, 2011, that during 1968-69, he was posted as 2nd OC in Mokokchung PS, and at the same time he claims that he established Industrial Village Razhuphe during his police training at PTS during 1968. It may be stated that the Assam Land and Revenue Regulation, 1886 had been extended to the erstwhile Naga Hills by the Governor General by proclamation on March 16, 1929 followed by the extension of the Settlement Rules of 1870 as well as transfer of the Administrative Jurisdiction of Dimapur plains to the Naga Hills. Following thereof, the British administrative officers started issuing land allotment orders as rehabilitation in the wild forest of Dimapur plains to those army personnel and porters who participated during the two World Wars and who refused to go back opting to settle in the Dimapur during which several areas were developed into Army Basement.
Elaborating more on the issue, it stated that in the year 1929 when Assam Land and Revenue Regulation, 1886 was extended to the Naga Hills followed by the extension of the operation of Cadastral Survey under Settlement Rules of 1870, leading to the issue of land allotment orders and land 'patta' to the people, late Limatemsu Aier, the father of Maongwati Aier, the present DC Dimapur was not yet born. The enforcement of land laws in Dimapur plains cannot be under any stretch of imagination and in any aspects be attributable to the present DC Dimapur. It is the Nagaland Government which adopted the land laws in question which were in force since 1929.
“If anybody feels aggrieved by the enforcement of the Assam Land and Revenue Regulation, 1886 and the issue of land allotment orders/Jamabandi in the cadastral surveyed areas in Dimapur plains and to make undone what has been done since 1929, they have to approach the State Legislatures headed by the Hon’ble Chief Minister Mr.Neiphui Rio and not to create any situation harmful to the peaceful life of the people more particularly the residents of the 6 colonies by physically coming to the area and creating such unwanted situation or by publication of any statement supporting this notorious activities of Mr.T.L. Angami,” it added.
The colonies also made it clear in the note that they are not “against the life of Mr.T.L.Angami”, however, unless he remains as a peaceful resident in the area, they feel constrained to say that his personal liberty may be restricted in the six colonies in terms of Naga customary law and practices the enforcement of which lies with the Naga people and not with the State Police.
It also reiterated that during 2004 Intensive Revision of Electoral Rolls T.L.Angami in connivance with electoral enumerators attempted to change the traditional name “Lengrijan” to “Industrial Village Razhuphe” and on being objected to by the residents of the area, in a joint meeting of all the parties including T.L.Angami convened by DC Dimapur and held on October 16, 2004, it was unanimously resolved to retain the original name. However, without information to the public, the DC proposed for changing the nomenclature to Industrial Village Razhuphe during August/September, 2007 by acting on a reminder letter dated 6/7/2000 submitted by T.L.Angami.
“… the approval of the Election Commission has been obtained by the concerned electoral officer in connivance with T.L.Angami by practice of “deception, misrepresentation, fraud, cheating and concealment of facts against the public as well as the Election Commission during the period from August 2007 to 10th November, 2008,” the forum retorted.
Moreover, the forum has expressed discontentment to Deputy Commissioner, stating that “during the relevant time Maongwati was not the DC of Dimapur. However, we have our grievances against the said officer as he was also reluctant to take any steps to un-do the illegalities done by his predecessor”.
The six colonies comprise of Lengrijan, Duncan Bosti, Oriental, Industrial Estate, Hill View and Aokong.
