Dimapur, April 4 (MExN): The Lok Janshakti Party (Ram Vilas) has emphasised a balanced and consultative approach in the implementation of the Foreign Contribution (Regulation) Act, 2010 (FCRA), highlighting the need to uphold national interest alongside institutional fairness.
In a statement issued by its National Secretary, S Richard Humtsoe, the party said the FCRA remains a key legislative mechanism to protect the country’s sovereignty, integrity, and democratic processes by regulating foreign contributions.
At the same time, it underscored the importance of preserving the autonomy of genuine non-governmental organisations, philanthropic institutions, and civil society groups engaged in developmental and humanitarian work. The party stated that implementation of the law should clearly distinguish between legitimate activities and those deemed prejudicial to national interest.
The party further maintained that “regulatory frameworks must not evolve into instruments of undue constraint or administrative overreach,” but should instead embody “transparency, accountability, and procedural fairness.”
Calling for a consultative process, it advocated a “participatory approach in refining the implementation mechanisms of the FCRA,” ensuring stakeholders are heard and their concerns addressed “with sensitivity and foresight.”
The party also called for periodic review of compliance procedures to reduce bureaucratic complexities and enhance clarity, stating that such measures would help foster trust between the government and civil society actors.
“India’s democratic ethos is strengthened when governance strikes a careful equilibrium between vigilance and liberty,” it added.
Reiterating its position, the party said a balanced policy framework is essential to uphold national security imperatives while supporting the role of civil society in strengthening democratic processes and development outcome.
