Naga Council Dimapur holds first general body meeting

•     Seeks infrastructure upgrades for cemeteries
•     Reaffirms move to lift Nagaland Liquor Prohibition Act
•     Resolves to consult tribes For constitution review

Dimapur, September 30 (MExN): The Naga Council Dimapur (NCD) held its first General Body Meeting for the tenure 2025–2030 on September 27. 

The meeting was presided over by GK Rengma, NCD President, while LK Peter Anal, General Secretary, recorded the proceedings. The invocation was offered by Imlinungla, NCD Councilor and NWHD President, the words of thanks were given by Biremong Yimkhiung, NCD Vice President (Admin.), and the mass benediction and grace for lunch was led by Hb. Moba, senior NCD Councillor.

In his presidential address, Rengma welcomed and honoured all the NCD Councillors nominated by respective tribe hohos and unions to the tenure 2025–2030. He briefed the members on pending project works from the previous tenure and highlighted important projects envisaged by the NCD in the interest of citizens of Dimapur and the public at large.

He specifically mentioned the problem faced by NCD regarding its Office Building Construction with an assured financial assistance of Rs 5 crore earmarked by Dr Neiphiu Rio, Chief Minister of Nagaland, under the North Eastern Infrastructure Development Scheme (NESIDS). He explained that under this policy, NCD would have to donate its land to the government for the construction and use the building on a lease system, which NCD does not agree to under Article 371A.

On infrastructure, he informed that NCD has approached the Urban Development Department to replace the ruined retaining wall of the Old Naga Cemetery. For the construction of a wall and earth-filling of the newly purchased Naga Cemetery at Zani village, NCD has already submitted an application to the Chairman of the District Planning and Development Board, Dimapur. Rengma appealed to the councillors to contribute voluntary service and cooperation in any possible way for the welfare, peace and harmony of citizens in and around Dimapur. He also highlighted the day’s business and invited free sharing of opinions from every councillor.

The meeting adopted several resolutions. Since it was the first general body meeting of the NCD Councillors after their oath-taking and installation on August 20, 2025, and as all the councillors were new to each other, a self-introduction session was administered by the President. The oath-taking of S. Sankhoi Khiamniungan as NCD Councillor and Lusuchu Phor as Joint Secretary of NCD office bearers was also administered by the President.

The distribution of various committees with their nominated conveners and members among the councillors was officially declared by the President. The budget proposal for the years 2025–2030 was presented to the house by Medovie Koza, Finance Secretary, and after due deliberation and discussion, it was unanimously approved.

It was announced that the tenure 2021–2025, in which Thsapangkyu Sangtam was appointed as General Secretary, had ended on August 24, 2025, and the revocation of his impeachment was announced to the members of the house as per the decision of NCD executives.

In pursuance of meeting minute No.3 of the joint consultative meeting of NCD Councillors and Presidents of NCD-affiliated tribes held on July 26, 2025, the house resolved to constitute a seven-member NCD Constitution Review Committee comprising five members from among NCD Councillors, two members from among tribe Presidents and the NCD Legal Advisor as a co-opted member. 

The house also resolved to write to all tribes inviting them to submit in writing which articles or clauses of the NCD Constitution they wish to review and why before the formation of the committee.

The movement initiated under the aegis of Naga Council Dimapur for lifting of the Nagaland Liquor Total Prohibition (NLTP) Act, 1989 was unanimously reaffirmed by the house. It was agreed that a new committee with the consensus of all Dimapur-based civil society organisations under the aegis of NCD will be formed before the launch of the NLTP Act 1989 Lift.

Regarding the affiliation appeal of the Dimapur Eastern Naga Students’ Union and Eastern Naga Women Organisation Dimapur, the house resolved to place the matter for further discussion with the NCD Constitution Review Committee, DNSU and NWHD.
