Nagaland Govt to soon move special law for FNTA, Interim Council in works: Guv Bhalla

Nagaland Governor Ajay Kumar Bhalla on Monday informed the state assembly that the government is working to constitute the interim council for the proposed ‘Frontier Nagaland Territorial Authority’ (FNTA) in consultation with the Eastern Nagaland Peoples’ Organisation (ENPO) and tribal bodies.

Delivering his maiden address on the opening day of the Budget Session 2026-27, the Governor said the state government will also soon move to enact special legislation to formalise the FNTA in consultation with the Ministry of Home Affairs (MHA).

“My Government is working on constituting the Interim Council for Frontier Nagaland Territorial Authority (FNTA) in consultation with ENPO and the Tribal Hohos of Eastern Nagaland. The State Government will also be moving soon for enactment of a Special Legislation for constitution of FNTA in consultation with MHA as provided in the Memorandum of Agreement,” Bhalla said.

The Governor noted that said that the Government of Nagaland has signed the Memorandum of Agreement (MoA) with the Government of India and the Eastern Nagaland Peoples’ Organisation on February 5, 2026, for the constitution of ‘Frontier Nagaland Territorial Authority’ (FNTA) within the State of Nagaland.

“This agreement is a testament to my Government’s continued and steadfast commitment to ensure equitable and inclusive development in Eastern Nagaland and reach out to all the sections and communities in the State for addressing their aspirations,” he said.

Bhalla congratulated the people of Eastern Nagaland on the historic milestone and assured them of the government’s full cooperation and support in the collective journey for attaining higher levels of progress and development for every section of our society.

The state government also expressed gratitude to the Centre for its guidance and support in reaching the agreement. “We hope for their continued assistance in helping us chart together the path going forward,” the Governor added.

Seek political interlocutor to expedite Naga talks

Nagaland Governor Ajay Kumar Bhalla on Monday reiterated the government’s commitment to a peaceful settlement of the Naga Political Issue.

Addressing the opening day of the eighth session of the 14th Nagaland Legislative Assembly, the Governor informed the House that the government have constituted the Political Affairs Committee (PAC) for facilitating and giving an impetus to the efforts being made to arrive to an early solution. The committee comprises all Ministers, elected members representing all tribes, representatives from all political parties, and the Members of Parliament from the state.

“The PAC in its meetings have been reviewing the major issues relating to Naga Political Issue and to further channelize its efforts effectively has constituted a Sub-Committee,” the Governor said. 

He disclosed that the Chief Minister, along with his Cabinet colleagues and members of the Sub-Committee of the PAC, recently met the Union Home Minister. During the meeting, the state's delegation requested for elevating the ongoing dialogue and peace process by appointment of an interlocutor of political or ministerial level to expedite the talks, and work towards realisation of an early and honourable solution to the Naga Political Issue.
