No clarity on teacher salaries: NSF, ENSF reject meeting minutes

The Naga Students’ Federation (NSF) and Eastern Naga Students’ Federation (ENSF) have formally rejected the February 27, 2026 meeting minutes, concerning the placement of salaries for mainstreamed teachers under Sarva Shiksha Abhiyan (SSA) 2010 and Rashtriya Madhyamik Shiksha Abhiyan (RMSA) 2013 batches.

Mention maybe made that the minutes were issued following a meeting convened on February 26 under the chairmanship of Chief Secretary Sentiyanger Imchen to deliberate on the grievances raised by the NGTA regarding the salary component of the mainstreamed teachers.

In a joint representation addressed to the Chief Secretary on February 28, the two student bodies expressed reservations over what they described as the absence of a clear and concrete assurance on the future financial placement of the teachers’ salaries.

According to the federations, the core concern remains unresolved whether the salary component of the mainstreamed SSA 2010 and RMSA 2013 teachers will be fully absorbed under the Non-Plan Head of the State Budget once the current funding pattern under the centrally sponsored Samagra Shiksha 2.0 scheme comes to an end.

To this end, the federations demanded that the Government to clearly state in writing that upon completion or withdrawal of the CSS funding pattern under Samagra Shiksha 2.0, the salary component of the mainstreamed teachers shall be fully absorbed under the Non-Plan Head of the State Budget. 

They also called for an issuance of ‘policy clarification’ to remove uncertainty and restore confidence among the teachers, and urged the Government to take proactive steps to prevent further disruption of  academic functioning while ensuring justice to the concerned teachers.

While acknowledging that the Government of India’s funding structure presently supports a portion of the salary component, the federations maintained that the responsibility of sustaining the service conditions of already mainstreamed teachers ultimately rests with the State Government.

Placing on record their rejection of the meeting minutes in its present form, NSF and ENSF appealed to the Chief Secretary’s office to facilitate a ‘clear and time-bound’ assurance in the larger interest of the education sector and the student community.
